- This is a combined synopsis/solicitation for commercial items and services prepared in accordance with the format included in this notice. This announcement constitutes the only solicitation; proposals are being requested using simplified acquisition procedures, and a written solicitation will not be issued. This acquisition is a 100% Small Business Set-Aside; the Standard Industrial Classification (SIC) code is 3663 and the related size standard is 750 employees. The Department of Veterans Affairs Medical Center, Durham, North Carolina has a need for an automated system which will broadcast Veterans Affairs information to TV's in high visibility areas. The contractor shall provide all materials, personnel, and services necessary to accomplish the tasks specified in this Statement of Work, except where otherwise noted. This porject will require a software program which will work through a Local Area Network to broadcast informational messages to employees. The software will be loaded on a personal computer with appropriate specifications for software. The informational messages will be transmitted to 16 TV's situated in appropriate locations deemed by the Department of Veterans Affairs. This software must be a commercial off-the-shelf (COTS)product. This is not a software development project. The system must meet or exceed the following functional requirements: 1) Transmit information simultaneously to 16 TV, which will be placed in appropriate locations; 2) Transmissions will be in color and will have both audio and visual capability; 3) Broadcast software must be compatible with the current software used by the Department of Veterans Affairs for the Local Area Network; 4) The system must have editing capabilities both on site and from a remote location; 5) The system must have the ability to transmit separate messages simultaneously to different monitors; 6) The system must have the capability to insert video and mpeg imagery into the informational messages; 7) The system must be able to transmit continuously 24 hours a day, 7 days a week; 8)The system must provide local weather and news updates via FTP from a local webserver for incorporation into the broadcast message transmitted from the LAN; 9)System must download up to 10 times a day local weather and news update via FTP from a local webserver; 10)The contractor must provide training in the operation and maintenance of the system as required by the Department of Veterans Affairs; 11)Contractor will provide sixteen (16) color TV's with specific lock-out features in sizes ranging from 19" to 32", as appropriate; 12)The contractor will supply all services to install appropriate cabling for TV connection, appropriate mounting equipment and placing all TV's at the 16 locations; 13)All areas will be left in the same condition it was in prior to installation work commencing; 14)The contractor shall have a knowledgeable, responsible person to answer calls at a toll free customer service number between 8:00 a.m. and 8:00 p.m., Eastern Time, Monday through Friday; 15)The following factors in descending order of importance shall be used to evaluate offers: A) Cost/price; and B)Technical Qualifications -- 1. Maintenance, 2. Editing capabilities, 3. video capabilities and 4. news/weather updates. Factor A is approximately two-thirds of the total and Factor B is approximately one-third of the total.
