Description

This procurement is being solicited under Simplified Acquisition Procedures. The Department intends to procure services from a contractor to conduct a study that would involve: (a) identifying 10 to 15 small to medium sized cities that, after sluggish economic growth in the 1970s and 1980s, have achieved growth in the 1990s; (b) using previous research, newspapers, or other sources to determine what efforts local governments and other parties made to foster the transformation to the new economy; (c) using previous research, informal telephone discussions with experts on the local economy, or other methods to assess the role that these efforts played in accomplishing the transformation; and (d) making informed judgements about what local strategies seem to be effective and the circumstances under which local action can be effective. The period of performance is two (2) months, and the Request for Quotation (RFQ) release date will be on or about October 23, 2000.
