- Description
- Construct the SOF-Airfield Readiness Improvements, including a taxiway, Hot Cargo Pad, asphalt apron shoulders and asphalt roadway, the demolition of portions of existing pavement, and wetland remediation. The project is to construct the SOF-Airfield Readiness Improvements that require construction of approximately 28,000 square meters of Portland cement taxiway, approximately 10,500 square meters of asphalt shoulders, taxiway lighting, drainage and related airfield pavement markings. To construct the SOF-Hot Cargo Pad requires construction of approximately 31,000 square meters of Portland cement concrete pavement over aggregate base, tiedowns, grounding, drainage area, taxiway and airfield lighting, and related airfield pavement markings. Construction of approximately 17,500 square meters of asphalt apron shoulders and 5,000 square meters of asphalt roadway. Demolition of portions of existing pavement and wetland remediation are included. The projects require similar construction experience and expertise, and access to the active flight line. The NAICS Classification Code for this project is 234990, formerly SIC code 1611. Bid documents are available on or about 24 October 2000. Estimated cost of work is between $5,000,000 and $10,000,000. All responsible sources may submit an offer, which shall be considered. Bidders, subcontractors and Dodge Plan Rooms are required to self-register their firm or office on the Internet to receive one CD-ROM. Registration instructions are available on the Internet at http://www.sam.usace.army.mil then click on contract bids. Neither telephonic, mailed, nor fax requests will be accepted. Those registering are responsible for the accuracy of the information on the mailing list. Registration must include the firms physical address, telephone, a valid fax number and a point of contact. Registration should be completed one week prior to the issue date. All notifications of changes to this solicitation shall be made through the Internet only. It is therefore the contractors responsibility to check the Internet address listed above daily, for any posted changes to this solicitation. The plans and specifications will be issued on Compact Disc (CD-ROM) only and will be provided free of charge. Plans and specifications will not be provided in a printed paper format; however, the Government reserves the right to revert to paper medium when it is determined to be in the Government's best interest. Actual solicitation amendments will be issued either by fax, posting for download to the aforementioned web page, or CD-ROM. All bid forms, bid bonds, and other normal documents required for the bid submittal, including amendments to the bid submittal, shall be in paper medium. Electronic medium for the bid submittal documents will not be allowed. Critical Path Method (Network Analysis System) is required. For this job, a small business is defined as having average annual receipts of less than $27,500,000 for the past three years. Effectively Immediately: Presolicitation Notices will no longer be issued by the Mobile District for Projects in the Continental United States and Puerto Rico. Advertisement of Mobile District projects will be through the Commerce Business Daily and/or the Mobile District Contracting Homepage. This procurement is a Competitive 8(a) Set-Aside as established by Section 8(a) of the Small Business Act (15 U.S.C. 637(a)). Only those firms meeting the Small Business Administration's (SBA) criterion, and have previously been certified by the SBA as an "8(a) Contractor", are eligible to compete for this procurement and ultimately be awarded a contract from the SBA. It has been determined by the SBA that competition will be restricted to 8(a) firms which have 234990 among their approved NAICS Classification Codes (formerly SIC code 1611) and which are serviced by the pertinent SBA District Offices that support Region IV.
