Description
DESC: This is a combined synopsis/solicitation. Request for Quotation -- is hereby issued for commercial items prepared in accordance with the format in FAR Part 12, Acquisition of Commercial Items, Subpart 12.6, Streamlined Procedures for Evaluation and Solicitation of Commercial Items, Part 13, Simplified Acquisition Procedures, and as supplemented with the additional information included in this notice. This procurement is being conducted under FAR Subpart 13.5 Test Program; simplified acquisition procedures apply and Navy Recruiting Command (NRC) will conduct the procurement according to a combination of parts 12 and 13. This announcement incorporates provisions and clauses in effect through FAR FAC 97-19. NAICS Code 721110 applies for this procurement (formerly SIC code 7011) and the small business size standard is $5 million. This CBD announcement/solicitation constitutes the only bid document that will be issued. A separate written solicitation document will not be issued. Contractor's proposals (price and technical) are herein requested. A response to requirements listed below shall be submitted on contractor's letterhead or formal quotation form and must address all requirements listed. Contractor's proposal (including price and technical) must contain the name; title and signature of person authorized to submit proposals/bids on behalf of the contractor. The Navy Recruiting Command (NRC), Millington, Tennessee, has identified a need for Hotel lodging/meals in the Washington, DC area for recruitment/interviewing of Nuclear Power Program applicants. Base period: Services shall commence on 4 November 2000 and continue through 30 September 2001. Plus, two (1- year) option years for service into FY02 and FY03. The base period is between November 4, 2000 and September 30, 2001 with Option 1 running from October 1, 2001 through September 30, 2002, and, Option 2 running from October 1, 2002 through September 30, 2003. Tentative scheduled interview dates: 28-30 NOV 00/ 14-16 DEC 00/ 18-20 JAN 01/ 01-03 FEB 01/15-17 FEB 01/ 08-10 MAR 01/ 22-24 MAR01/ 12-14 APR 01/ 03-05 MAY 01/ 23-25 MAY 01/14-16 JUN 01/ 12-14 JUL 01/ 16-18 AUG 01/ 13-16 SEP 01. The following technical capability requirements apply: Hotel rooms (12 double rooms and 6 single) for up to thirty (30) applicants monthly, or fewer as prearranged with the hotel. Applicant rooms are required 1 to 2 times per month, for 2 nights per stay. Women and men cannot be placed in the same room. Rooms will have private bath/restroom. Hotel is required to provide meals for 15 to 30 applicants daily: breakfast, lunch and dinner. On the date of the interview, applicants will not be able to return to the hotel for lunch. Hotel will provide box lunches to include, at a minimum, one sandwich, one piece of fruit, one bag of potato chips, and one soda, and deliver them to the Navy escort at Naval Reactors in the Polk Building, Crystal City, VA prior to 10:45am that morning. All additional room charges such as: in-room movies, alcohol in the hotel restaurant, and local/long distance phone services are not authorized. If the applicants require these services, he/she will make arrangements upon check-in with the front desk, and maintain a separate billing statement/receipt for these services. Hotel will be within mile of Building #2, National Center, 2521 Jefferson Davis Hwy., Arlington, VA. Escorts to the applicants will arrange for their own hotel accommodations and pay for hotel rooms and meals separately from this contract. NRC will not pay for escort rooms/meals per this S.O.W. Escorts will also pay for their own in-room movies, and local /long distance phone service, if applicable. Transportation/shuttle service to and from National Airport as required until 2300 from arriving and departing applicants to be included in hotel services. A conference room/meeting room is required to accommodate up to forty (40) people, to include applicants and escorts, on the night of arrival by the applicants, normally for one hour around 1900-2000. A conference room/meeting room is also required to accommodate up to forty (40) people the afternoon or evening of the interviews (from 1200-2000). Provide a telephone for local calls in the conference room -- 1 each. Soft drinks and ice water will be provided to applicants while utilizing the conference rooms. Provide an American Flag in the conference room during the afternoon event. Provide a sheet cake -- chocolate with white icing and the words "Congratulations" on the cake. This will be a Firm Fixed Price contract. Evaluation of proposals offered will include the following factors: price; and capability to meet the government's technical requirements. Technical capabilities when compared to price are approximately equal. Pricing shall be broken down to include conference facilities in accordance with the technical capability requirements and the per night rate for: single rooms, double rooms, and individual meals. Each rate shall be inclusive of all applicable charges. Pricing shall be proposed to include the base period and the optional periods. The government will evaluate offers for award purposes by adding total price for all options to the total price for the basic requirement. Award may be made with or without discussions with the offeror(s). All responsible sources that can meet the requirements and provide items as listed above may respond to this solicitation by submitting price/technical proposals on their company letterhead. Please include the statement "Proposal will be good for 30 days" from the date of the proposal, and, if possible: DUNS #, CAGE CODE #, and TAXPAYER I.D. # with each proposal. The following provisions and clauses shall apply to this solicitation: 52.252-2 Clauses Incorporated by Reference. This contract incorporates one or more clauses by reference, with the same force and effect as if they were given in full text.
