Description
The U.S. Embassy, Narcotics Affairs Section (NAS)Bogota, Colombia has a requirement for a personal services contractor (PSC) to serve as the UH-60 (Black Hawk) Instructor pilot for the counternarcotics program in Colombia to provide academic and flight instruction in UH-60 helicopters assigned to the Colombian National Police (CNP). DUTIES OF THE POSITION ARE: (a)develops, coordinates, organizes, implements and oversees a comprehensive UH-60 flight standardization program for the NAS Bogota/CNP. (b) provides academinc and flight instruction to CNP pilots. Training includes the full range of theory, formal and informal classroom instruction and actual flight practice. (c) provides instruction to CNP pilots on the CNP Flight Standardization program. (d) reviews establishment of formal courses of instruction, training aids, training programs, training standards and directives and related material to support the UH-60 standardization program. (e) collects, reviews and disseminates data on rotary wing tactics, techniques and employment in support of the counternarcotics mission in Colombia. (f) maintains constant liaison with NAS aviation program officer to keep abreast of current policies, procedures and rules that pertain to the CNP Aviation rotary wing standardization program. (g) performs contract oversight of CNP UH-60 flight training and standardization. Ensures that CNP pilots, flight instructors, and standardization instructor pilots conform to the standards of CNP Rotary Wing Standardization Program. (h) performs flight duties as a UH-60 helicopter pilot-in-command, flight instructor, instrument evaluator/examiner, and standardization instructor pilot. Flight duties include day, night unaided, and with Night Vision Goggles in both visual meteorological conditions and instrument meteorological conditions. MINIMUM REQUIREMENTS: (a) general knowledge of Aircrew Training and Standardization programs to include operating directives, training and standardization publications, aircrew training manuals and related documents. (b) knowledge of tactical employment of rotary wing aircraft in counternarcotics operation, including capabilities, limitations and techniques of employment of aerial eradication and aerial interdiction aircraft. Must have extensive experience as a flight instructor and/or standardization instructor pilot in the training and standardization of rotary wing pilots within a formal aircrew-training program. (c) skill in the operation of UH-60 aircraft as a flight instructor. Certification as an U.S. FAA flight instructor, Rotorcraft, Helicopter is highly desirable; however, experience as an equivalent military rotary wing instructor pilot is acceptable. Incumbent should possess experience as a military or civil rotary wing instrument flight instructor/evaluator. Certification as a U.S. FAA Commercial Pilot with Rotorcraft, Helicopter Instrument rating required as a minimum. (d) ability to demonstrate aeronautical knowledge and skill via oral/written flight performance evaluations/examiniations in accordance with established Aircrew Training program. (e) knowledge of and skill in operation desk top computer based word processing. (f)fluency in Spanish language at the S-3, R-3 level as defined by the Department of State Foreign Service Institute. (g) Bachelor's degree from an accredited institution, or equivalent (i.e., Associates degree with five years related experience or ten years of related experience in the military, law enforcement, international development, international affairs or public administration.) (h) U.S. citizen. Must be able to obtain a DOS secret security clearance. EVALUATION FACTORS: Factor 1. Knowledge of Aircrew Training and Standardization programs to include operating directives, training and standardization publications, aircrew training manuals and related documents. Factor 2. Knowledge of tactical employment of rotary wing aircraft in counternarcotics operation, including capabilities, limitations and techniques of employment of aerial eradication and aerial interdiction aircraft. Past performance evaluation of the applicant's ability to perform under the contract. The Government reserves the right to utilize all evaluation information whether provided by the applicant or from other sources.
