Description
On or about 25 October 2000, this office will issue a Request for Proposal for an Indefinite Delivery Type (IDT) contract for Environmental Services under NAICS Code 56120 (8744), in support of the US Army Corps of Engineers Omaha District (USACE) and its customers utilizing full and open competition procedures. This solicitation is UNRESTRICTED and open to participation by both large and small businesses. The sites may be located anywhere within the USACE Northwestern Division boundaries or any existing Omaha District customer locations. The work will include but not be limited to; providing all labor; materials, facilities and equipment for performance of all work identified in individual task orders, being cognizant of all applicable laws, regulations and guidance associated with the work being accomplished, and ensuring that all work activities performed by contractor personnel, subcontractors and suppliers is executed as required by the laws and regulations. Individual Task Orders will require but not be limited to: submittal of a work plans, performance of investigation and field studies, provide engineering support and response design, perform response actions and removals, and provide qualified project management. Large business concerns are required to submit a small business subcontracting plan in accordance with the solicitation. Large Businesses are encouraged to utilize small business, small disadvantaged business, woman owned small business, historically black universities and minority institutions and HUBZone small businesses to the maximum extent possible in performance of any resultant contract. The Government will issue one contract from this solicitation having a maximum value not to exceed $14.9 million dollars, with a basic period of two (2) years with three (3) one-year option periods, not to exceed a total of five (5) years. There will be no limit on the maximum amount of a task order or the number of orders issued. There may be multiple task orders issued requiring contractor performance simultaneously. Task orders issued may be Fixed Price and/or Cost Reimbursable with Service (Contract Act) or Davis-Bacon Act wages, as applicable, depending on the type of project incorporated into each order. Individual task orders will contain the site-specific information in USACE's possession. Specific requirements will be provided with issuance of each order dependent on the current status of the site. Each order will identify the required scope of work and may include any combination of the following: field investigations and studies with associated reports; engineering support and/or response design and response actions. The solicitation will be available by INTERNET ACCESS only. All solicitation documents and amendments thereto will be posted to the Omaha District's Advertised Solicitation Web Site at http://ebs.nwo.usace.army.mil/ebs/contract.htm. It shall be the contractor's responsibility to check the web site for any amendments.
