Description
The U.S. Department of State (DOS), Office of Logistics Management, on behalf of the Office of Foreign Buildings Operations, anticipates award of up to four (4) indefinite delivery/indefinite quantity (IDIQ) contracts to qualified firms or teams to provide telecommunications cabling test consultants on a short or long-term basis. Testing is for telecommunications cabling systems at new or renovated buildings at various overseas locations. Up to two of these contracts will be set aside for small business. The small business size standard is $4 million or less based on the annual average gross revenue of a firm that has been in business for three or more complete fiscal years. Large business firms responding to this solicitation may be required to submit a small business subcontracting plan in accordance with Federal Acquisition Regulations Subpart 19.7. The DOS Fiscal Year 2000 subcontracting goals are: small business 40%; small disadvantaged business 5%; small woman-owned business 5%; and HUBZone small business 1.5%. The contract(s) will be for a one-year period from the date of contract award with four one-year option periods. The Government guarantees a minimum of $50,000 in orders over the life of the contract. The maximum dollar value of the contract shall be $500,000 for the base year and each option year. Contract duration shall not exceed five years. The total contract value shall not exceed $2,500,000. The successful firm(s) shall provide inspection and testing services of cabling systems installed by the designing and installing contractor to ensure full and complete compliance with the statement of work and applicable specifications. The required services are not a substitute for the designing and installing contractors own inspection and testing, but merely a check for compliance. A test plan will be prepared and tailored based on site-specific drawings and information provided by the Government. All test equipment and tools needed to complete the testing will be provided by the successful offeror(s) in accordance with the standards and specifications cited below. For performance of this contract, the following personnel will be required: A. Supervisory field test personnel with experience equivalent to a Building Industry Consulting Service International (BICSI) certified technician level, in addition to the relative experience requirements in paragraph C below. B. Engineer or architect who is a RCDD (registered communications distribution designer). He or she shall have a minimum of five (5) years, within the past seven (7) years, of relative experience developing telecommunications cabling test plans and certified test reports for Category 5, 5e, 6 Unshielded Twisted Pair (UTP) and 62.5/125 micron fiber optic cable plants. C. Field Test personnel with a minimum of five (5) years, within the past seven (7) years, of relative experience conducting tests on Category 5, 5e, 6 UTP, and 62.5/125 micron fiber optic cable plants. Tests shall be conducted utilizing test procedures and methods and test equipment in accordance with ANSI/TIA/EIA-568A, including Addendum 1, 2, 3, 4 and 5. D. Test personnel who can assess deficiencies in the telecommunications cable plant and recommend solutions for bringing it up to specification. Successful offeror(s) including entities which comprise joint ventures, and all subcontractors, which will require access to classified information, must possess, or be able to obtain a Department of Defense (DOD) Top Secret facility clearance (FCL) with Secret safeguarding capability in accordance with the National Industrial Security Program Operational Manual, DOD 5220.22-M, prior to contract award. Contractor personnel assigned to this contract shall possess Top Secret of Secret personnel security clearances issued by the Defense Security Service prior to contract performance. The DOS will sponsor the selected firms for a clearance. Firms/teams responding to this announcement on or before the closing date will be considered for selection using the following evaluation criteria (100 points maximum): A. Professional qualifications necessary for satisfactory performance of the required services. This includes, but is not limited to, the education, experience and special qualifications knowledge of Cisco 2900 and 5002 switches of telecommunications for engineer/architect and field test personnel who will work on this contract. Knowledge of ANSI/TIA/EIA Standards 569A, 570A, 606, 607, 758A, 758A-1, TSB67, TSB72, TSB75 and TSB95. Knowledge of NFPA 70 (National Electric Code (NEC)) 30 pts; B. Specialized experience and technical competence in the type of work required, including experience in the use of Fluke DSP-4000 Cable Analyzer equipped with DSP-FTA410S Fiber Test Adapters. Knowledge and experience troubleshooting UTP 5, 5e and 6 to locate deficiencies and recommend repairs -- 20 points; C. Capacity to accomplish the work in the required time. This includes sufficiency of staff and technical resources available for this contract and not committed to other contracts; the firm's current and future workload; the ability to accomplish the work with minimum oversight by DOS; an Organization Plan; an Internal Quality Assurance Plan which includes key personnel and their responsibilities and identification of the primary office that will have responsibility for projects and the staff assigned to that office by discipline 15 pts; D. Specialized experience and technical competence in physical and technical security design for telecommunications cabling systems, i.e., red and black separation requirements 15 pts; E. Past performance on contracts in terms of cost control, quality of work, and compliance with performance schedules. (Although previous or ongoing performance of a similar U.S. Government contract is not a requirement for firms responding to this solicitation, if such contracts have been performed, the offeror must have performed at a satisfactory level, at a minimum). For each project identified in the responses to evaluations criteria, provide the name, address, and current telephone number of client representative and identify which members of the firm participated in the project 10 pts; F. Previous experience with overseas projects and knowledge of international telecommunications building codes and standards and construction practices, such as ISO/IEC 11801, Information technology -- Generic cabling for customer premises 10 pts. Each evaluation factor must be addressed under a separate heading. Firms which are short listed will be required to submit a sample test plan for testing cabling systems installed at United States missions overseas. This announcement is the solicitation for this requirement. No other solicitation will be issued. After final selection of firms based on demonstrated qualifications, price and other contract terms will be negotiated as provided in FAR 36.606. Firms that meet the requirements of this solicitation are invited to submit two copies of Standard Form 254, Architectural/Engineer and Related Services questionnaire and two copies of Standard Form 255, Architect/Engineer and Related Services Questionnaire for Specific Projects.
