Description

The Bureau for International Narcotics and Law Enforcement Affairs, U.S. Embassy, New Delhi, India has a requirement for a research project on licit opium gum in India to result in a report on a methodology for estimating opium gum yield. This research will result in the delivery of a report to the Government which will present an analysis of opium poppy yields throughout India. Study will determine relationships between opium gum yield and the amount of capsule material per unit land area at harvest time, how this relationship is affected by various sowing dates, cultivars grown and population densities. Performance will require travel to India to conduct research at the beginning and end of the growing season. Research will take into consideration opium poppy capsule size, capsule weight per land unit area and opium poppy seed yield in addition to weather, rain, soil conditions, irrigation facilities and other factors that may affect opium gum yield. Contractor will be required to submit a report of findings and analyses at the end of each period of performance. Estimated periods of performance are November 2000 and March 2001. This is a request for written quotations which shall contain a technical proposal outlining methodology for performing the analyses and the proposed content of the report(s) to the Government. Anticipated award date is 10/25/00.
