- Description
- EPA intends to award a sole source purchase order to The Air and Waste Management Association (AWMA)pursuant to 41 U.S.C. 253(c)(1): Only one responsible source and no other supplies or services will satisfy agency requirements. The U.S. EPA's Office of Air Quality Planning and Standards (OAQPS), requires technical support to plan and implement a national ozone conference that will attract a more diverse and larger audience than prior ozone mapping conferences. The AWMA organized and sponsored a National Conference for Ozone Action Programs in Arizona in December 1999. The overall response to that conference was very positive and well attended. In January last year, EPA, OAQPS organized and held a national ozone mapping conference which attracted a large number of state and local air pollution representatives. This action is to combine resources and contacts and deliver a national conference that will attract a more diverse and larger audience. It will bring together public information with both the technical and regulatory sectors. It will help the technical sector learn more about selling the idea of voluntary ozone action to the public and the public information sector learn more about the ozone mapping and forecasting, and origin and need for ozone action programs. Further, AWMA provides a neutral forum in which all viewpoints on an environmental issue can receive consideration. No other potential contractor has the experience and structural organization to conduct such a conference as well or provide the technical support within the required schedule. An outline of the schedule and a draft plan for the conference must be provided by 11/15/00. No Request for Quotation is available and this notice of intent is not a request for competitive quotations. All responsible sources may respond by submitting a written narrative statement of capability within 15 days of this notice to James F. Kempf at the above address for consideration by the Agency. Responses must include detailed technical information and other technical literature demonstrating the ability to meet these requirements. Responses shall also include itemized pricing that is sufficient to make a determination that competition is feasible. If no affirmative responses are received within 15 days of this notice, an order will be placed with The AWMA. See numbered Note(s): 22 and 26.
