Description
In a FULL AND OPEN COMPETITIVE Request for Proposals (RFP) which will be published soon on the Electronic Posting System (EPS) at Internet address HTTP://WWW.EPS.GOV, the Federal Highway Administration (FHWA) will be seeking proposals for a wide-ranging new task order contract (or contracts) under which the contractor(s) will provide technical support and assistance to the FHWA_s Operations Core Business Unit in the following areas: travel management; transportation operations; freight management and operations; intelligent transportation systems; technology services; technical and policy studies; demonstration projects; evaluations; technical assistance; and technology transfer. The two incumbent contractors are: (1) Science Applications International Corporation, Contract No. DTFH61-96-C-00047, being managed technically by Marcum Swedenburg at telephone number (703) 394-4187; and (2) PB Farradyne, Contract No. DTFH61-96-C-00048, being managed technically by Stephen Lockwood at telephone number (301) 468-5568. Those two contractors_ proprietary rights prohibit a release of those two incumbent contract documents to prospective offerors. The RFP will likely reserve, for the FHWA, the right to make multiple contract awards_ probably allocated according to the lettered Tasks of the RFP_s Statement of Work (SOW). It is possible that MORE than one offeror might receive a contract award on any PARTICULAR lettered Task of the RFP_s SOW_and, in that event, the FHWA could subsequently assign TASK ORDERS among those awardees as the Government sees fit. The RFP will probably require an offeror to submit a SEPARATE proposal for EACH such lettered Task of the RFP_s SOW, or to submit separate proposal(s) for any SUBSET of those lettered Tasks. The project will support the activities of several FHWA cross-cutting teams in the areas of research agenda, operations national dialogue, congestion management, work zones, performance measures, traffic analysis, decision support, outreach, and training. Examples of support and assistance that might be provided under the resulting contract(s) include: studies on congestion management, operational definition, operational funding characteristics, benefit/cost analysis, policy analysis, issue papers, technology development and evaluation, and technology and policy case studies. The project will support the conduct of seminars/meetings/conferences, development of decision tools, and preparation of outreach materials. The project will help the FHWA to conduct program activities that facilitate meeting transportation legislation and policy mandates. The RFP will probably require oral presentations from the offerors who advance to that stage of the competitive process. It is currently estimated that the winning offeror(s) will possess extensive experience in: transportation operations; Intelligent Transportation Systems technology; program evaluation; transportation economic analysis; transportation legislative analysis; transportation policy analysis; and federal, state and local transportation operating procedures and policies. It is further estimated that the winning offeror(s) will have_ at the time of submitting a proposal_ a current relationship with various state and local transportation agencies, associations, and advisory groups. It is currently estimated that the resulting contract(s) will have a two-year base period and three option years. Because the ENTIRE RFP will be posted at the Internet address cited above, the FHWA does NOT plan to issue any HARD copies of the RFP to any prospective offeror. Therefore, offerors are instructed not to send letters or e-mails or faxes requesting the RFP. TELEPHONED, E-MAILED, OR FAXED REQUESTS FOR THE RFP WILL NOT BE ACCEPTED. Instead, all offerors are to obtain the RFP from the EPS. Any subsequent AMENDMENTS to the RFP will LIKEWISE be published on the EPS at the Internet address cited above, and the FHWA does NOT plan to mail out HARD copies of any such amendments. Therefore, it shall be the responsibility of each offeror to closely and frequently monitor the EPS for any AMENDMENTS to the RFP. Monitoring the EPS for any amendments to the RFP will be absolutely essential for all prospective offerors, since amendments usually contain crucial information. It is currently estimated that the RFP will be posted on the EPS on approximately October 20, 2000. The _DUE_ date shown above is merely an ESTIMATE of the date on which proposals will be due. The ACTUAL due date for the FHWA_s receipt of proposals will be stated in the RFP.
