- A sole source procurement is contemplated with Titan Systems Corporation, Titan Research & Technology Division (Titan), 9410 Topanga Canyon Blvd., Suite 104, Chatsworth, CA 91311. Titan (POC: Phil Hookham, 818-700-4423) is the only known qualified source to perform this effort. Titan will provide pre- and post-test modeling and simulation using a proprietary version of Computational Fluid Dynamics (CFD) code MAZe for the unique Warhead Performance Measurement for Bio-Agent Defeat (WPM BAD) test series. In the early planning/design stages of the WPM BAD test series, under a previous contract, Titan used their proprietary version of MAZe to help design the sub-scale target. Some of this initial work included determining pressure and temperature profiles of the simulated target and determining the amount of agent vented from the target. This effort involves performing similar tasks at a higher level of accuracy. Titan is thought to be the only source capable of producing the customized calculations that are required for the WPM BAD test series. Further, although there are other firms that could use MAZe, it is not expected that they would have access to the proprietary version used by Titan. The Government intends to solicit and negotiate with Titan sole source under the authority of FAR 6.302-1. An Ombudsman has been appointed to address concerns from offerors or potential offerors during the proposal development phase of this acquisition. The Ombudsman does not diminish the authority of the program director or Contracting Officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Matters of a routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman but rather to the Contracting Officer or Contract Specialist identified above.
