Description
NASA/GRC is hereby soliciting information for potential sources for ACCESS TO FEDERAL & INDUSTRY STANDARDS (see REQUIREMENTS, PREFERENCES, and LIST, below). No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in the CBD and on the NASA Acquisition Internet Service. It is the potential offerors responsibility to monitor these cites for the release of any solicitation or synopsis. Vendors having the capabilities necessary to meet or exceed the stated Requirements and Preferences (see below) are invited to submit appropriate documentation, literature, brochures, and references. This synopsis is for information and planning purposes and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. Respondents deemed fully qualified will be considered in any resultant solicitation for the requirement. The Government reserves the right to consider a small business or 8(a) set-aside or an already-existing federal contract based on responses hereto. Any referenced notes can be viewed at the following URL: http://genesis.gsfc.nasa.gov/nasanote.html DESCRIPTION OF ITEM: NASA GRC has a sporadic need for published industry & federal standards. A list of the Standards for which GRC anticipates it MAY have a need is provided below. PLEASE NOTE that NASA GRC does not have a consistent or continuing need for all of these standards; however, NASA GRC anticipates that it MAY have a need for SOME of these standards during the coming year, depending on NASA GRC's workload & initiatives. BACKGROUND: In the past, due to budgetary constraints, NASA GRC has selected a limited number of Standards and subscribed to those Standards only. The growth of Internet-based services suggests that NASA GRC may be able to widen its Standards Accessibility at no additional cost (and perhaps realize a cost savings). The goal of this announcement is to ascertain the comprehensiveness and flexibility of current commercial services that provide the various Standards ELECTRONICALLY. The information received in response to this announcement will help NASA GRC determine what kind of Standards-provider will best meet NASA GRC's needs in the coming year. REQUIREMENT: NASA GRC cannot determine today what its precise need may be next month or six months from now, but when that need arises, NASA GRC will require delivery of the full and accurate Standard within 72 hours. PREFERENCES: Web-based, searchable, downloadable, Standards. In some cases, an individual Standard can be a huge file, in which case downloading is not practical and an alternative method (faxing, landmailing) will be necessary. Readily-accessible Descriptions of Standards, perhaps in an index-type format with hyperlinks, could be useful. Automatic notification of a change to a Standard could be useful. Available delivery in less than 72 hours could be useful. GRC Retention of archived Standards could be useful. {Explanation: Paper copies remain with the purchaser and are always accessible; CDs that are reclaimed by the vendor after a licensed-use period are no longer accessible as reference material. Updated web pages that erase the outdated/referenced standard make the outdated/referenced standard inaccessible. GRC believes that continued access to Standards that were purchased for a specific use -- not the updated Standard, but the Standard that was current at the time of purchase -- could be useful to GRC.] IN YOUR RESPONSE, PLEASE ADDRESS SPECIFICALLY HOW YOUR SUPPLY/SERVICE MEETS OR EXCEEDS THE REQUIREMENTS/PREFERENCES, WHAT (IF ANY) ADDITIONAL BENEFITS YOUR SUPPLY/SERVICE PROVIDES, AND STATE CLEARLY WHICH STANDARDS ARE CURRENTLY PROVIDED BY YOUR SUPPLY/SERVICE.
