- NASA/GSFC plans to issue a Request for Quotation (RFQ) to produce Power Assembly detailed design, breadboard and test for Mercury Laser Altimeter Instrument. The power system for the MLA instrument contains four different functions: Laser timing, low voltage power conversion, high voltage power conversion, and heater control. All of these functions must be provided in a single space qualified package that must work with space laser technology developed by Goddard. The work consists of two major subassemblies in the MLA power assembly: the power converter and the laser electronics which derives its power from the power converter. Weekly teleconferences with the MLA development team will be convened for a system requirements review and a technical review of the detailed design. Detailed statement of work will be supplied with the RFQ package. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GSFC intends to purchase the items from Space Power Electronics, Kathleen, GA. Space Power Electronics has demonstrated experience with the design and delivery of power converters and laser electronics for lightweight, high reliability, space qualified pulsed Nd:YAG lasers. Space Power Electronics has provided similar products for the GLAS, VCL, and MOLA I/II programs, all using the Goddard developed space laser technology. The MLA power supply is a miniature design of the GLAS power supply, which Space Power Electronics designed. Selection of another source would greatly increase risk and require significant finding for technology development. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on October 23, 2000. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
