- Description
- The RISPO is planning an Industry day conference and one-on-ones to discuss the new upcoming acquisition for the Enhanced Range Application Program (EnRAP) (previously advertised as the Advanced Range Data System (ARDS) Enhancement Program (ARDSE)). The EnRAP program will develop a more robust ARDS capability by developing state-of-the-art technology and incorporating advanced technology commercial products/standards to achieve the T&E requirements of the 21st century and to support interoperability with the training community and with our Allies. The principle capabilities to be addressed in this program are: (1) efficient packaging and miniaturization for better internal mounting flexibility for advanced and smaller airborne platforms as well as for pod mount configurations; (2) flexible-spectrum efficient, high speed data transfer, control and transmission capabilities; (3) increased TSPI accuracy incorporating SAASM and "M" code capable GPS operation; and (4) standardization of interface protocols as outlined in the Plug-and-Play concept. The EnRAP program will meet the new requirements by incorporating advanced technology GPS receivers interfaced with highly accurate inertial reference units (IRU). Desired characteristics for these GPS/IRU components include: (1) commercial-Off-The-Shelf (COTS) modular components and Non-Developmental Items (NDI); (2) state-of-the-art, all-in-view GPS receivers with SAASM and Wide Area GPS Enhancement (if deployed), Wide Area Augmentation System, and Local Area Augmentation System capabilities; (3) jam resistant GPS receivers and state-of-the-art GPS and data link antenna designs to optimize system performance during high dynamic operations in a GPS and tactical jamming environment; (4) a variety of high and low accuracy/cost inertial units for flexibility to meet mission requirements; (5) optimal real time and post-mission GPS data processing software enhancements; and (6) high dynamic TSPI systems capable of operating on high dynamic platforms (i.e., accelerations up to 20gs). The enhanced ARDS data link system will incorporate the following characteristics: (1) increased and variable data transfer rates; (2) increased frequency spectrum efficiency and the flexibility to tune the system to other band(s); (3) interface standardization and flexibility to allow maximum use of COTS and NDI equipment; (4) participant-to-participant communication to enhance off-range operational capability. Modularity and flexibility will be built into the system to allow the ARDS Enhanced PODS and plates to be reconfigured to meet the various mission requirements. System modularity and miniaturization objectives include: (1) miniaturized GPS receivers and inertial components for internal mounts; (2) miniaturization of datalink components to allow for internal mounting of datalink modules; and (3) increased capability to use various power sources for embedded operations. The participant system will efficiently interface with aircraft and weapon bus systems via MIL-STD- 1553 and MIL-STD-1760 interfaces. Any industry interested in the EnRAP program is encourage to attend the Industry days and one on one conference. The industry day conference will start at 0800 on 25 October 2000 with a 2 hours briefing on the draft System Requirement Document (SRD) and the two draft Statement of Objectives (SOO) documents. Industry and Government one-on-ones will start at 0800 on the morning of 26 October 2000 and continue until 1630 on the afternoon of 27 October 2000. The afternoon hours (1230-1630) of 25 October 2000 have been set aside by the Government for contractors seeking subcontracting opportunities to brief the Government and the primary contractors as to their abilities to support the EnRAP program as addressed in the CBD. Interested industry should contact Mr. John Porche at 850-882-9391, ext. 5010 to sign up and schedule your company for a one-on-ones. The alternate individual to schedule one-on-ones in case Mr. Porche is unavailable is Ms Karen Schutt, 850-882-8601, ext. 5076. A draft Systems Requirement Document (SRD) and copies of the two individual Statement of Objectives (SOO) documents will be available for review NLT COB 16 October 2000 at the Government www.eps.gov. web site. A technical EnRAP library will be available for contractors to review. The EnRAP library will be placed within the SEMCOR building, located at 368 Adams Avenue, Valparaiso, Fl. 32580. Mr. Gary Hannah, 850-678-7887 is the point of contract for the library. Mr. Hannah will provide approval for use of the library and to schedule the time and date for library content review. An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The Ombudsman does not diminish the authority of the program director or Contracting Officer, but communicates Contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Matters of a routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman but rather to the Contracting Officer, Contract Specialist, or the Program Manager previously identified. For any other concerns, interested parties may call the AAC Ombudsman, Dr. Mario J. Caluda at (850) 882-5558, AAC/CD, 101 West D Avenue, Suite 123, Eglin AFB FL
