- Description
- The General Services Administration intends to issue a sole source contract to Penscil Inc. under the authority of FAR 6.302-1 (a)(2)(ii) and utilizing the Simplified Acquisition procedures under authority and limits of FAR Part 13. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 97-19. The objective of this contract will be to modify and upgrade and make fully operational the US Geological Survey Coastal and Marine Geology Team_s (CMG) settling tubes that were installed during test Phase I of the existing prototype system. That system includes prototype hardware and software package designed and customized by Penscil Inc. to the unique particle analysis requirements of CMG. Phases II through IV are required for the completion of the successful prototype for follow-on upgrade and complete implementation of the prototype system. The follow-on Phases require the following: 1) Modify and refine prototype, including debugging custom software, upgrade hardware capabilities and implementation testing; 2) Design and testing of new weight sensor system into the fully functioning prototype to replace CMG_s obsolete system; 3) Modification of debugged customized software to incorporate additional settling equations and models. Only one responsible source and no other supplies or services will satisfy agency requirements. A justification for Other than Full and Open Competition has been prepared in support of this acquisition. This requirement involves the utilization of specialized configurations which include custom designed geological analysis software and hardware. There is no other company that can provide the equipment or software for full system functionality and integration. Existing equipment from Phase I was custom designed, installed and tested by Penscil and will be fully integrated and made fully operational via Phases II through IV. Specialized technical and engineering knowledge and services are required that only Pencsil Inc. can provide. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice is not a request for competitive proposals. All responses received by 4:00 p.m., PST, 10/12/00 will be considered by the government.
