Description
MARKET RESEARCH FOR SEC Systems and Software Engineering Support, Solicitation DAAB07-00-R-J061 CECOM intends to solicit this effort as multiple source, IDIQ contracts containing T&M, Cost Reimbursement, and Fixed Price Provisions with options for up to 10 years of engineering and technical support. At least 2 contracts, one of which will be to a 4813 small business, will be awarded to support the diverse, expanding requirements of the CECOM Software Engineering Center (SEC). It is requested that you complete the following questionnaire to assist in the planning of this acquisition. Indicate whether you are a large business or a small business under SIC Code 4813. Describe your core area(s) of expertise. Do you intend to submit a proposal for subject effort? If so, will your role be as a prime or as a subcontractor? List your major current customers and customer points of contact. Based on your experience with CECOM solicitations, do you have any recommendations to improve the process? Examples include how to encourage competition, how to reduce cost to bidders, how to obtain realistic pricing to hire and retain high tech labor, how to structure incentives to achieve excellent performance, etc. How can the government structure the contract to make it more performance based? Do you have any recommendations concerning commercial practices that should be included in the solicitation? Are you familiar with the Software Capability Evaluation (SCE),as defined by the Software Engineering Institute (SEI) Capability Maturity Model (CMM))? Do you have an opinion regarding the usefulness of this methodology in the context of this acquisition? The solicitation will require the successful offerors to maintain local facilities at the principal places of performance (Ft. Monmouth and Ft. Huachuca). Do you have an opinion concerning the best method to allocate facility costs, i.e. through overhead or as an Other Direct Cost? This information will be used in the planning and development of subject solicitation. There will also be opportunities for prospective bidders to review and comment on various components of the solicitation in the coming months on the IBOP. Your responses to these questions will not be associated with your company in any manner. Your responses, or lack of response, will not affect your ability to submit a proposal or participate in the solicitation in any manner.
