Description
The Environmental Protection Agency (EPA) requires contractor support for chemical analysis services of hazardous waste field samples for multi-media, multi-concentration, dioxin/furan using High-Resolution Gas Chromatography/High-Resolution Mass Spectrometry (HRGC/HRMS). The data will be used by the U.S. Environmental Protection Agency (USEPA) in support of investigation and clean-up activities under the Comprehensive Environmental Response, Compensation and Liability Act of 1980 (CERCLA) and the Superfund Amendments and Reauthorization Act of 1986 (SARA). Contractors will be required to apply USEPA Contract Laboratory Program (CLP) analytical methods for isolation, detection, and quantitative measurement of 17 2, 3, 7, 8-substituted tetra-through octa-chlorinated dibenzo-p-dioxins (CDDs) and dibenzofurans (CDFs) in water, soil, sediment, sludge, tissue (no human tissue) ash, oil, and oily matrices for a variety of purposes such as; determining the nature and extent of contamination at a hazardous waste site; assessing priorities for response based on risks to human health and the environment; determining appropriate clean-up action, and determining when remedial action are complete. The data may be used in all stages in the investigation of hazardous waste sites, including; site inspections, Hazard Ranking System (HRS) scoring, remedial investigation/feasibility studies, remedial design, treatibility studies, and removal actions. In addition, this service provides data that are available for use in Superfund enforcement/litigation activities. This requirement will utilize three technical approaches: (1) The contractor will be required to satisfactorily analyze one round of pre award PA-PE sample (s), and submit data within 14 days in accordance with the defined format, and (2) the contractor to pass a Contractor Compliance Screening audit. (3) In addition, the contractor will be required to meet additional technical requirements, past performance and lab inspection. This procurement will be a full and open competition and will result in a maximum of 5 or 6 contracts. The anticipated release date for the IFB is late October with bids due 30 days after the release of the IFB. Contracts will be competitively awarded as Fixed price Indefinite delivery/Indefinite quantity delivery order contracts. The performance period will be a one-year base with two one-year option periods. The purpose of this CBD announcement is to notify potential bidders of EPA's requirement, generate the bidders' list and direct interested parties to the EPA's Doing Business with EPA' Internet World Wide Web site at http://www.epa.gov/oam/. The IFB and other related documents for this procurement will be posted on this Web site and can be downloaded. Interested parties must forward a request to be placed on the list of interested parties as it becomes available. In an effort to streamline the procurement process, and to utilize the Internet and electronic communications to the maximum extent possible, the subject IFB amendments and other related items for this procurement will be posted at this same web site. Offerors must download the IFB and related documents from the Internet, no printed copies will be available.
