Description

The Contracting Officer has determined that Environmental Conservation Trust of Uganda (ECOTRUST), successor organization to the Grants Management Unit of the Action Program for the Environment and now responsible for the functions, operations, assets and staff of the Grants Management Unit, is the only reasonably available offeror capable of providing the highly specialized services, through December 31, 2000, that heretofore were provided by the Grants Management Unit. This determination is made under AIDAR 706.302-70(b)(5) for an award for the continued provision of highlyH / specialized services when an award to another resource would result in substantial additional costs to the government or would result in unacceptable delays. The contemplated award will provide continuation of grants management services to USAID/Uganda Strategic Objective 2 for the remaining term of the Action Program for the Environment activity. This notice is not a request for competitive proposals. A competitive solicitation will not be issued. See Numbered Note 22.
