- This announcement constitutes a sources sought synopsis and Market Research. The Government anticipates a substantial duplication of costs should award of this effort be to other than the incumbent contractor. These costs will be associated with start up costs plus all costs to obtain existing C-22B data from the incumbent contractor. The government estimates these costs could exceed $3 million. It is proposed to award a one year contract extension with three six month options for continued C- 22B Contractor Logistics Support (CLS) for the Contractor Operated and Maintained Base Supply (COMBS) support from October 2001 through November 2003. The three Air National Guard aircraft are scheduled for decommission in October 2001, November 2002, and November 2003 respectively, if not sooner. Therefore, this requirement will be continually decreasing until the last aircraft is phased out of the Department of Defense (DOD) inventory. There is currently a CLS contract in place for this declining effort which completes in September 2001; however, limited coverage will be required during the retirement phase. The estimated value of this extension will be $4.5 million or less depending on aircraft retirement dates. Under the existing contract the work supports the Air National Guard, 201/AS at Andrews AFB MD. The contract extension will cover continuation of services such as repair and replacement of spare parts, provide minimal updating of existing data and as needed provide minimal drop in maintenance capabilities. The 201st Airlift Squadron performs all maintenance and there are currently no modifications or upgrades planned for these three retiring 727-100 airframes. This extension will be used as a "stop-gap" effort until a subsequent competitive acquisition for C-22B Replacement Aircraft Package can be finalized by ASC Wright Patterson AFB OH. The Government's determination to exercise these options will be dependent upon the purchase dates of the replacement aircraft. Firms possessing the capabilities to perform the required services described may identify themselves and submit supporting evidence to the attention of the contracting officer within fifteen (15) calendar days after the date of publication of this synopsis.
