Description

A firm fixed price contract is contemplated for 8 years with award term provisions to extend to 15 years or to decrease to 5 years for all sole source Honeywell items. The contract will be utilized by the Air Force, Army and Navy. Applicable systems and aircraft or engines are as follows: Air Data Systems for B1, A8, A10, F4, F5, F15, C141, and E3; Aircraft Landing Systems for B52, P3, F18, C17, C135, and E3; Auxiliary Power Units for B2, B1, S3, P3, A10, C130, F117, F15, F18, C2, C5, C9, C17, C20, C22, C27, C32, C135, C141, E3, E4, E6, E8, KC10, H60, and T43; Military Avionics for P3, F4, F5, F15, F16, F18, C135, C141, E3, KC10, and H60; Ground Proximity Warning Systems for C130, C5, C17, C21, C135, and KC10; Collision Avoidance Systems for C130, C5, C9, C12, C17, C21, C32, C135, C141, KC10, and T43; Engine Systems for B2, B52, B1, P3, F111, C130, F117, F4, F5, F15, F16, F18, C5, C17, C21, C135, E2, E3, KC10, H1, and H60; Engine Accessories for B2, B52, B1, P3, A10, C130, F117, F5, F15, F16, F18, C5, C17 C135, E2, E3, KC10, H1, H60, T37, T56, F100/200/220, and F100/200/229; Environmental Control Systems for B2, B52, B1, P3, A8, A10, F111, C130, F4, F5, F15, F16, F18, C5, C17, C135, C141, E2, E3, E4, E8, H1, and H60; Flight Control Systems for B1, P3, C130, C5, C135, C141, E3, and KC10; Flight Displays for C141; Flight Guidance Systems for P3, C130, F5, C135, C141, E3, KC10, and H60; Interior/Exterior Aircraft Lighting for B52 and E3; Power Management and Generations Systems for B2, B52, P3, A8, C130, F4, F15, F16, C5, C135, C141, E2, E3, H1, H47, and H60; Turbofan, Turboprop, Turboshaft Propulsion Engines for C121, H1, and H47. The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one, or a limited number of sources under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty five-days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A Determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. It is suggested that small business firms or others interested in subcontracting opportunities in connection with the described procurement make contact with the firm(s) listed. Specifications, plans, or drawings relating to the procurement described are incomplete or not available and cannot be furnished by the Government. Note: An Ombudsman has been appointed to hear concerns from offerors or potential Offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
