- Description
- Concerns having the ability for providing Community Correction Center (CCC), Transitional Drug Abuse Treatment (TDAT) to include Intensive Drug Treatment Program (IDTP) and Urinalysis (UA) services (IDTP and UA services are required for USPO only) for males and females in the greater Chicago, Illinois metropolitan area (Cook, Dupage, Will, Kane, Lake Kankakee, Lake, Grundy, Livingston, Iroquois, Kendall and McHenry counties). The Bureau of Prisons is the primary contracting agent and the United States Probation office, Northern District of Illinois, is an authorized user of this contract for IDTP services and UA services. Services required include care, custody, control, accountability and treatment, to include furnishing subsistence and medical service, except the expense of hospital, surgical, prescriptions and dental treatment. The services described shall be in accordance with the Bureau of Prisons Statements of Work (SOW) and Attachment A, entitled Intensive Drug Treatment Program. A firm-fixed, unit price, indefinite quantity type contract (CCC services) and a firm-fixed, unit price, requirements type contract (TDAT, IDTP and UA services) is anticipated. The award of this contract is anticipated to result in the award of three separate Line Items (the Government reserves the right to make multiple awards). Line Item #1 -- Provide residential CCC (160 bed maximum with a 75 bed minimum guarantee), TDAT (to include IDTP services for USPO offenders ) for male and female offenders in the greater Chicago Metropolitan area (primarily to serve the Greater Cook County area) to be located south of Interstate 90 (Kennedy Expressway); east of Interstate 294; and north of Interstate 80. For CCC services, the estimated number of inmate days are a minimum of 27,375 and a maximum of 58,400 inmate days; the estimated amount of TDAT services for male and female offenders are for a total of 10 inmates, one (1) intake assessment per inmate, 3,504 thirty minute individual counseling sessions, and 10,512 thirty minute group counseling sessions; 228 units of UAs (1010), 36 units of IDTP (2080a) and 288 units of IDTP (2080b) for the base year and first, second, third and fourth option years. Line Item #2 -- Provide residential CCC (20 bed maximum with a 10 bed minimum guarantee), TDAT for male and female offenders in the greater Chicago Metropolitan area (primarily to serve Dupage County and offenders from Lake, McHenry, and Kane counties) to be located south of Interstate 90; east of Route 31; north of Interstate 80 and west of Interstate 294. For CCC services, the estimated number of inmate days are a minimum of 3,650 and a maximum of 7,300 inmate days; the estimated amount of TDAT services for male and female offenders are for a total of 5 inmates one (1) intake assessment per inmate, 1,272 thirty minute individual counseling sessions and 3,816 thirty minute group counseling sessions; and 228 units of UAs (1010), 36 units of IDTP (2080a); 288 units of IDTP (2080b) for the base year and first, second, third and fourth option years. Line Item #3 -- Provide residential CCC (20 bed maximum with a 10 bed minimum guarantee), TDAT for male and female offenders in the greater Chicago Metropolitan area (primarily to serve Southern Cook County, Kendall, Will, Kankakee, Grundy, Livingston, and Iroquois counties) to be located south of Interstate 80; east of Interstate 55; north of Highway 24, and west of the Illinois/Indiana border. For CCC services, the estimated number of inmate days are a minimum of 3,650 and a maximum of 7,300 inmate days; the estimated amount of TDAT services for male and female offenders are for a total of 5 inmates one (1) intake assessment per inmate, 1,092 thirty minute individual counseling sessions and 3,276 thirty minute group counseling sessions; and 228 units of UAs (1010), 36 units of IDTP (2080a); 288 units of IDTP (2080b) for the base year and first, second, third and fourth option years. Services for the base period are to begin October 1, 2001 through September 30, 2002. Those interested shall give written notification (including telephone number and point of contact) to the Contracting Officer listed in this notice. The RFP issue date is on or about November 14, 2000 and the estimated closing date is January 14, 2001. The Bureau of Prisons' will conduct a pre-proposal conference on December 14, 2000, from 9:00 AM until 2:00 PM at the Metropolitan Correctional Center, Training Center, Chicago, Illinois, located at 55 East Monroe, 14th Floor, Chicago, Illinois. Interested sources must register by submitting, in writing, a notice of the organization's intent to attend and the name(s) of the individual(s) who will be representing the potential offerors at the conference. The registration must be received by the Bureau of Prisons no later than December 7, 2000, 3:00 PM Eastern Standard Time. The written notification shall be submitted via facsimile to (202)307-2780 (Attn: Contracting Officer), or mailed to the Contracting Officer at: Federal Bureau of Prisons, Procurement and Property Branch, Community Corrections Contracting, NW, Washington, DC 20534. The purpose of the pre-proposal conference is for the Government representatives to answer potential offerors questions regarding the technical aspects of the solicitation, the facilities, and areas in which services will be performed.
