- Description
- NASA/GSFC plans to issue a Request for Quotation (RFQ) for the purchase of a VxDCS software license for a second Short Term Data Capture System to support NASA's Aqua mission end to end testing and to purchase maintenance and spare parts for both the new system and the existing VxDCS system, which has already been shipped to the AQUA Project at Redondo Beach, California. The Government intends to acquire a commercial item using FAR Part 12. This procurement is being conducted under the Simplified Acquisition Procedures (SAP), as set forth in FAR, Part 13. NASA/GSFC intends to purchase the items from Vexcel Corporation, for the following reason(s). Vexcel is the supplier of the existing Earth Absorbing System Data Operating System (EDOS) equipment, comprising the Disk Based Short Term Data Capture Component of the EDOS Ground Systems Interface Facility (GSIF). The new equipment, to be located at NASA/Goddard Space Flight Center, will be integrated into the existing equipment configuration, and needs to work seamlessly in the integrated environment. Vexcel is the only supplier of the software already installed at the EDOS GSIF Short Term Data Capture Component and at Redondo Beach, California. The VxDCS software is proprietary to and only available from Vexcel. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on October 24, 2000. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
