Description
University of California Ernest O. Lawrence Berkeley National Laboratory PUBLIC ANNOUNCEMENT The University of California, Ernest Orlando Lawrence Berkeley National Laboratory (LBNL), which is operated under Prime Contract DE-AC03-76SF00098 with the U.S. Department of Energy (DOE), intends to subcontract for Electrical Engineering services, on an indefinite quantity basis, to support LBNL's Facilities Department. This is not a request for quotation. It is an announcement for subcontracting opportunities with the University of California, Ernest Orlando Lawrence Berkeley National Laboratory. It is the intent of the LBNL to select three (3) electrical engineering firms and enter into subcontracts with each firm to perform electrical engineering services, on an indefinite quantity basis. The subcontract will cover a one-year period and include LBNL's option to extend the subcontract period up to three (3) additional one-year periods. It is anticipated that one or more task assignments, of no guaranteed amount or duration, may be issued under the subcontracts for each year they are in effect. The tasks shall be negotiated at a fixed lump sum price or performed on a time and material basis based on the negotiation of fixed hourly billing rates. The tasks will vary in complexity and duration. The annual total dollar value of tasks issued under each subcontract shall not exceed $250,000. Issuance of subcontract tasks will be contingent upon federal funding. The University makes no guarantee as to the dollar value or number of tasks assignments to be authorized pursuant to the award of the subcontract. LBNL's Facilities Engineers are free to assign and allocate their architect-engineering requirements with other engineering firms that are under contract or may be selected in the future. In addition, the Facilities Engineers retains the exclusive right to perform all or any portion of the architect-engineering requirements. The engineering firm and its subsidiaries or affiliates shall be excluded in the award of any construction contract that is based on the engineer's design, reference FAR 36.209. SCOPE OF SERVICES: The project work may include: Modifications to 115kV-12.47kV Substation and associated protective and metering controls. Medium and low voltage power distribution with voltage ranging from 15kV to 120V. SCADA System and it's interface with the 15kV switching stations and unit substations for monitoring via Telegyr Remote Terminal Units (RTUs). Power and Lighting systems for laboratories, offices, workshops, roadways and parking areas with interface to LBNL Energy Management system. Communications/paging, CCTV, intercom and security Card Access systems for buildings. Underground power and communications distribution systems in a mature site with numerous existing utility systems. Fire alarm systems including a micro-processor based proprietary loop fire alarm system that interfaces with a Pyrotronic control console in accordance with the LBNL furnished format. Perform electrical system studies including but not limited to short circuit, protective relay coordination, steady and transient state voltage drop, transient/harmonic analysis, power factor corrections, grounding step and touch potential using state of the art software (s), Dapper and Captor. Design electrical grounding system, equipment control schematic and connection diagrams including integration of variable frequency drives with interface to the Energy Management System. Minimum Requirements: In order to qualify, candidates must meet the following minimum requirements: a. Location: All firms must be permanently located within seventy-five (75) air miles of Berkeley, California. b. Principal: The Principal of the firm is required to be an electrical engineer registered in the State of California. The Principal will direct the work and be responsible for quality assurance. c. Documentation Compatibility: Each firm must be able to generate, receive, or convert documents into Microsoft WORD, Microsoft EXCEL, Microsoft Project, and AutoCAD (version 14). Selection Criteria: For firms meeting the above minimum requirements, the following criteria shall be the basis of selection. The criteria are listed in descending order of importance. 1) Assignment of Personnel: The qualification and experience of the assignment of personnel in performing similar work described in the scope of work specified above. The projects listed under Section 8, of the SF-255 form, shall describe the role and responsibilities of the personnel assigned to these projects. 2) Firm Experience: The overall experience and technical competence of the firm in performing similar work. 3) Past Performance: Illustrate past performance with design schedules and budget for all projects in similar scope and complexity within the last five (5) years. List projects comparing planned vs. actual schedules and budgets, including explanations for the changes. Past record in performing work for DOE, other government agencies, University of California, other universities and private industry. 4) Affirmative Action: Ability of the primary firm to further the University's small, disadvantaged or woman-owned business affirmative action objectives by virtue of its ownership. Interested firms meeting the requirements described above must submit four (4) completed copies of the U.S. Government Standard Form 254 and 255. They may also submit four (4) copies of any supplemental information necessary to further address the Selection Criteria. Submissions: Submissions must be received by 4:00 p.m., Monday, November 6, 2000. Submissions that are received after the time and date specified or with insufficient copies of the 254/255 forms may not be considered. Facsimile copies of the submittal will not be considered.
