- Description
- The Space Systems Development Department (SSDD) of the Naval Research Laboratory has a requirement for scientific, engineering and technical efforts related to research, development and implementation of space and aerospace systems. NRL will consider proposals submitted by all responsible sources. The work under the contract will include tasks in the areas of (a) space/aerospace systems program management, (b) program documentation, (c) systems engineering, (d) systems design and development, (e) systems effectiveness, (f) fabrication, (g) logistics, (h) demonstration and experiment performance, and (i) other associated efforts which may be required to successfully accomplish both current and future SSDD programs. A detailed statement of work, workforce requirements, contract data requirements, and a list of applicable specifications, standards, and publications will be included in the solicitation. These documents as well as RFP terms and conditions are planned for release in draft form for comment as indicated below. A level of effort of approximately 180 person years per year is anticipated, performed approximately as follows: Program Management 7 Person Years (PY); Security 3 PY; Program Documentation 4 PY; Configuration Management 3 PY; Data Management 4 PY; System Technical Documentation 4 PY; Systems Integration and Test 3 PY; Current Operational Spacecraft SE 3 PY; Systems Modification 4 PY; Systems Application Engineering 2 PY; Performance Analysis 4 PY; Integrated Logistics Support 8 PY; C3S System Design and Development 36 PY; EPL System Design and Development 26 PY; RMA Engineering 7 PY; QA Engineering 7 PY; Parts Engineering 7 PY; Materials and Processes Engineering 8 PY; Failure Analysis 4 PY; Facilities System Effectiveness Engineering 2 PY; Packaging Design 9 PY; Material Acquisition and Control 5 PY; Fabrication and Assembly 6 PY; Demonstration and Experiments 14 PY. A Top Secret facilities clearance and COMSEC equipment will be required. Most of the work will be performed at the contractor's site(s). This procurement will be a follow-on to NRL Contract N00173-99-D-6008, which was awarded to Assurance Technology Corporation of Carlisle, Massachusetts, on February 2, 1999 as a nominal five year contract. More work than anticipated has resulted in the need for a new contract much earlier than expected. Existing work under the current task orders, which are project specific, will continue for periods of time. The new contract will pick up new projects and cover the continuation of old projects after their support under the current contract is exhausted. New projects emerge with short notice and are expected by the time of award. No such projects are in the pipeline at this time. Work during the first year of the new contract is expected to be at a lower level than work in subsequent years because of these circumstances. The current contract had contract scope for about $50 million more effort in early August and a burn rate of about $3 million per month. As of early August, the first task order had been completed, and the remaining six task orders had room for more effort, as follow: TO 0002, Army projects, about $12.0 million remaining ($20.0 million originally); TO 0003, the Pre-Configuration Interface (PCI) Experiment, about $11.6 million remaining ($18.4 million originally; TO 0004, WindSat, about $2.2 million remaining ($10.9 million originally; TO 0005, Midway Research Center (MRC) upgrades, about $5.2 million remaining ($8.3 million originally); TOs 0006 and 0007, for smaller scale, emerging and similar efforts, about $18.4 million remaining ($21.3 million originally. A single, cost plus fixed fee level of effort contract is contemplated, including a base year and four option years. The nominal start date is January 29, 2001. Proposals will be due approximately 40 days after the solicitation is issued.
