Description

The VA Network Business Center intends to procure a commercial (FAR Part 12) sole source contract with Aardex, Ltd., Union City, CA, under authority of FAR 6.302-1. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisitions Circular (FAC) 97-19. Only one responsible source and no other supplies or services will satisfy agency requirements. A justification for other than full and open competition is being prepared in support of this acquisition. This procurement is for Aardex Product Number 00-01098-01, eDEM Electronic Monitor, 624 each. The system also requires components: Aardex Product Number 00-01098-20, eDEM Communicator, 4 each, and Aardex Product Number 00-01098-22, PowerView Software, 4 each. The eDEM Monitor system is designed to compile the dosing histories of ambulatory patients prescribed oral medications. The system is comprised of two parts; a standard plastic vial with threaded opening and a closure for the vial that contains a micro-electronic circuit that registers times when the closure is opened and when it is closed. Time-stamped medication events stored in the eDEM can be transferred at any time through the eDEM Communicator to a Windows-based computer. Aardex software analyzes and displays or prints in various formats the the parameters of the patients compliance. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source. Interested persons may identify their interest and capability to respond to the requirement by 4:00 p.m. (local time), October 14, 2000. This notice is not a request for competitive bids. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
