Description

Background " This CBD announcement constitutes a Notice of Contract Action (NOCA)of a proposed contract to require the delivery of Advanced Targeting Pods (ATP) for use on F-16 Block 30 and Block 50 aircraft with potential use on F-16 Block 40, F-15E and A-10. The ATP will provide for improved targeting capabilities. The contract will be structured to provide for seven years of ATP requirements. The contract type anticipated is Fixed Price, Indefinite Delivery, Indefinite Quantity, with a Best Estimated Quantity of 168 pods. Total potential quantity is approximately 505 pods. The planned requirements include the advanced targeting pod, required support equipment, pod refurbishment and retrofit kits, aircraft pylons, interim contractor support, contractor logistics support, test support and shipping containers. The ATP will be acquired as a Non Developmental Item (NDI). The requirements will also include an availability warranty. The ATP will be acquired through the use of full and open competition. For this procurement, the general definition to be used to determine whether the firm is a small business is as follows: "A small business relative to North American Industry Classification System (NAICS) code is 336413. A small business means a concern, including its affiliates, that is independently owned and operated, not dominate in the field of operation in which it is bidding on Government contracts, and with its affiliates, the number of employees does not exceed 1,000 persons. " " Concern" " means any business entity organized for profit with a place of business located in the United States and which makes a significant contribution to the U.S. economy through payment of taxes and or use of American products, material, and /or labor, etc. " "Concern" " includes, but is not limited to, an individual, partnership, corporation, joint ventures, association, or cooperation. For the purpose of making affiliation finding -- any business entity, whether organized for profit or not, and foreign business entity, i.e. any entity located outside the United States, shall be included." " Mr. Stephen J. Plaisted has been appointed as Ombudsman to hear concerns from offerors, or potential offerors, during the proposal development. The purpose of the Ombudsman is to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. Existence of an Ombudsman does not diminish the authority of the program director or the contracting officer.
