- Description
- The U.S. Army Corps of Engineers, Seattle District, is seeking sources to design and construct a new FY01 athletic facility, with the option to construct the alteration of existing athletic facilities. The first portion of this project involves the design and construction of a 10,219 SM new athletic facility consisting of administrative offices, coaches/staff offices, meeting rooms, football locker room, medical training, weight room, sports and athletic education area, athlete study area and storage. The scope for this new facility includes supporting utilities for the facility as well as a new parking area. In addition, there is an option to alter 4,758 SM of existing athletic facilities. The space to be renovated is in the existing Field House and includes a 5,906 SM exterior plaza connecting the Field House and the new athletic facility building with the Cadet Gymnasium. The existing lower level of the Field House will be renovated to provide space for men's and women's coaches/staff offices, other administrative offices, meeting rooms, media room, and locker rooms for male/female cadets, staff member, referees, and visiting teams. All work is located at the United States Air Force Academy (USAFA), Colorado Springs, Colorado. Design will be in metric measurement. The amount of funds available for both design and construction of these projects is less than $30 million. The estimated project completion period is 980 calendar days. This solicitation will be conducted in two phases. In Phase One (pre-qualification), submittals will be evaluated to determine which offerors may submit proposals for Phase Two. Up to five (5) firms will be pre-qualified to participate in Phase Two. The Pre-Qualification Notice for this project will be posted on the Seattle District home page at: http://www.nws.usace.army.mil/ct/. When you get to this website, select "advertised solicitations", and then look for the RFP number. The pre-qualification package will be on the website on or about 21 October 2000, with the pre-qualification submittals due on or about 21 November 2000. Prospective offerors should carefully review the pre-qualification notice, which will include evaluation factors and submittal instructions. This pre-qualification notice will be available only electronically. Subsequent revisions to the notice, if any, will only be disseminated via the referenced web page. The Government will not mail, fax, or e-mail the pre-qualification notice or any amendments thereto. Because this is a web-based notice, there is no Planholders List available. Offerors are responsible for checking the referenced web page early and periodically for any updates to the notice. The Government website is occasionally inaccessible due to maintenance. The Government is not responsible for any loss of Internet connectivity or for an offeror's inability to access the document posted on the referenced web page. In Phase Two, the Request for Proposals (RFP) will be furnished to the pre-qualified offerors on or about 6 February 2001 with technical proposals due on or about 16 March 2001. This solicitation process is being conducted in accordance with Federal Acquisition Regulation procedures for negotiated procurements. Therefore, no information regarding the pre-qualified firms will be disclosed. The Standard Industrial Classification code (SIC) has been replaced by the North American Industry Classification System code (NAICS). The NAICS code for this project is 233320, which is matched to SIC code 1542. The project is open to both large and small businesses. If you are a large business and your proposal will exceed $1 million, you will be required to submit a subcontracting plan. For purposes of this procurement, a concern is considered a small business if its annual average gross revenue taken for the last three (3) fiscal years does not exceed $27.5 million.
