- Description
- The United States Agency for International Development (USAID) Mission in Panama is seeking applications (Standard Form 171 or OF-162) from an interested individual to work under a Personal Services Contract (PSC) as a long term Water Resources Specialist. The USPSC Water Resources Specialist will report directly to the Chief of the Office of Sustainable Development and will be responsible for providing technical assistance to USAID/Panama and relevant counterparts in the areas of: building the capacity of local governments for environmental management; pollution prevention/Cleaner Production; institutional structures for watershed management; climate change; environmental monitoring and data sharing; and modeling to support environmental policymaking. The USPSC Water Resources Specialist will also 1) serve as Team Leader for USAID/Panama activities in support of the role of local government and engagement of the private sector; 2) coordinate and supervise activities of other USAID/Panama staff, assigned to work in the areas below; 3) represent USAID/Panama in meetings with high-level counterparts; and 4) manage contract and grant activities valued at over $1 million per year. Applicants may be US. Citizens and U.S. residents only. This position has been classified at a U.S. Government GS-13 level, which has a salary range of U.S. Dollars (55,837-$72,586) per annum. The actual salary of the successful candidate will be negotiated within the range depending on qualifications and previous earning history. Qualifications: 1)Excellent oral and written communication skills in English are required. 2) Ability to communicate effectively in spoken and written Spanish (Level 3 or higher on the Foreign Service Language Exam or three or more years of experience living in Latin America are desirable). 3) A Ph.D. in water resources or a related field (e.g. conservation biology, environmental economics, environmental engineering) or equivalent experience is required and 4) A minimum of five years experience is required in international development in the areas listed below. Experience in all of these areas would be desirable; planning, management and financing of local environmental programs, e.g., water, solid waste; watershed management; cleaner production; environmental policy; modeling, and monitoring and climate change and 5) Two or more years of USAID experience are desirable.
