- This is a combined synopsis/solicitation for commercial items prepared in accordance with the Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, Subpart 12.6 and an award will be made in accordance with FAR Part 13, Simplified Acquisition Procedures. This announcement constitutes the only solicitation; a proposal is requested and a written solicitation will not be issued. This combined synopsis/solicitation is issued as a Request for Quotation. It is the intent of the National Library of Medicine to negotiate for the National Institutes of Health (NIH) Business System Project on a sole source basis with Gelco Information Network, Inc. for its Gelco Travel Manager product. Under the authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, the Government intends to solicit and negotiate with only one source. The National Institutes of Health (NIH) has recently acquired a perpetual license for Oracle Financials. The purpose of this acquisition is to provide an integrated travel management facility to the Oracle Financial Application. The acquisition is for: (1) Gelco Travel Manger software and support; (2) an application programming interface (API) to the Oracle Financial Application software; (3) Software documentation; and (4) training. The software license will provide a perpetual, nontransferable, and non-exclusive software license to use the software to support the requirements of the NIH Business System. The key NIH Business System travel requirements are (1) compliance with Federal Travel Regulations, (2) the ability to plan, authorize, track, process expenses, and (3) the ability to implement sponsored travel mechanisms. The period of performance for this order will be from October 20, 2000 through October 19, 2001, with options to extend the period of performance for two one year periods. FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items and FAR 52.214-4 Contract Terms and Conditions -- Commercial Items apply to this acquisition. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. All responses must be submitted no later than fifteen (15) calendar days from date of publication of this announcement.
