Description
The US Department of the Interior, Minerals Management Service/Gov.Works intends to procure services from AT&T for the continuation of leased DAL circuits for the Nuclear Regulatory Commission between nuclear power plants and major fuel cycle facilities throughout the U.S. to the FTS 2000 network. This is a bridge contract with the objective of ensuring continuing operation of the Emergency Telecommunications System, without interruption, until the transition of NRC services to FTS 2001 is complete. Transition to FTS 2001 is scheduled for Nov/Dec 2000. This effort is anticipated to be awarded on a month-to-month basis for approximately 3 months. Because of the importance of the ETS to the NRC incident response mission, it is imperative that these services remain operational throughout the transition period. AT&T currently provides DAL service for the ETS and therefore has ownership of the DALs currently in place. Each circuit shall be provided as a continuation of the existing service and will not be switched at the local central office serving the licensee facility. Dialtone shall be provided directly from the contractor's long distance network. The circuits provided under this effort are currently configured as a virtual private network with 700 area code. The telephone numbers for these circuits shall be maintained under this effort until the serivce is transitioned to FTS 2001, at which time the number will be shifted to the FTS 2001 system. No additional circuits are being ordered. All expressions of interest shall be received within 15 days after date of publication of this synopsis to be considered by the Government. This date will not be extended. No solicitation document exists for this requirement. A determination not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of whether to conduct a compe;titive procurement. The Government shall not be responsible for any costs associated wityh preparing a response to this notice. Note 22 applies.
