- Description
- The Fleet and Industrial Supply Center Philadelphia intends to acquire on a sole source basis engineering and technical services in accordance with FAR 6.302-1 for the execution of NAVSEA- and Fleet-sponsored maintenance programs, including the modification of shipboard equipment and systems on all classes of Navy ships for the NAVSEA Shipbuilding Support Office (NAVSHIPSO) Philadelphia. This work may apply to all shipboard systems, including, but not limited to, habitability, propulsion, electrical, auxiliary and electronics systems. It is intended to negotiate this requirement on a sole source basis pursuant to 10 USC Code 2304 (c) (1) with the holders of contracts N00140-99-D-3378 (Amsec Corp.), N00140-99-D-3379 (VSE Corp.), N00140-99-D-0276 (Semcor Inc.), and N00140-99-D-5295 (Signal Corp.). These contractors shall provide technical services for all phases of work including planning, material procurement, installation, testing and maintenance and operator training of the various shipboard systems. The level of effort for this procurement is 140,000 hours. This requirement will be covered by a new IDIQ cost plus fixed fee contract or by modifications to the existing contracts. The solicitation will contain specifications for the effort to be performed. The place of performance may be shipboard or at a naval shore activity. The four contractors cited above are the only known sources with the requisite technical expertise to perform the required services. Interested parties who contend that they are technically qualified should submit, within forty-five days from publication of this announcement, specific factual data, including but not limited to technical resumes, management experience, past performance, corporate experience and other pertinent information as desired to be used as an evaluation basis to determine competence to successfully perform the required services. All technical proposals received within this timeframe will be considered by the Government. The Government reserves the right not to open this requirement to competition based upon technical notices received in response to this announcement. Technical responses received as a result of this announcement will normally be considered solely for the purpose of determining whether or not to conduct a competitive procurement.
