Description
REQUEST FOR INFORMATION. The Navy Experimental Diving Unit, Naval Sea Systems Command, Panama City, Fl. is seeking vendors to provide an Underwater Breathing Apparatus (UBA) for testing and evaluation. System must be capable of satisfying the operational requirements of Special Operations divers. A desirable UBA will have the following operational characteristics: a minimum underwater duration of 4 hours at oxygen consumption rates of 1.5 slpm, a depth capability of 190 feet (58 meters) of sea water using air as the diluent gas and 300 feet (91.5 meters) of sea water using helium as the diluent gas, variable partial pressure of oxygen from 0.7 to 1.3 ATA, bail-out capability, immersed operational temperature of 97 to 28 F (36.4 to -2.2 C), storage/transportation temperature range of 140 to 20 F (69 to -7 C), tactical operation (i.e. no bubbles) at depths less than 30 feet (9.1 meters), an on/off switch if the UBA is electronically controlled, reinforced hoses, operation with a full face mask or mouthpiece, threshold weight of 60 pounds (27 kg) with a goal of 45 pounds (20.5 kg), predive setup time of less than 1 hour, display lights will be switchable on/off or be coverable, capable of field calibration, have onboard diagnostics for maintenance if the UBA is electronically controlled, and have a 14 day standby capability. Other pertinent information that will be useful to this effort includes underwater duration at what breathing rates and depths, compliant volume (counter lung/breathing bag volume), dead space volume (non-compliant volume, i.e. breathing hose volume, scrubber volume, etc.), breathing gas storage pressure, gas injection rates, and relief valve release pressure. Information that is unique to the UBA also should be included.
