PROJECT TITLE: DOD CENTER, MONTEREY BAY RENOVATION, PRESIDIO OF MONTEREY ANNEX, CALIFORNIA. This proposed contract is for UNRESTRICTED competition. JOB DESCRIPTION: Renovation of an existing 8-story Cast-in-Place reinforced concrete waffle slab construction with pre-cast concrete panel perimeter walls. The building will be partially occupied during construction. The boundaries of work under this project are as follows: 1st Floor -- DLIFLC 70, 860 SF, DMDC 15, 538 SF, DPW 9270 SF. 2nd Floor -- DLIFLC 38,076 SF, DFAS 13,076 SF, DFAS 13,720 SF, Entry Lobby. 3rd Floor -- DFAS 19,451 SF, Cafeteria 16,415 SF, Roof Garden. 4th Floor -- DFAS 8,368 SF, DMDC 11,135 SF. Conferencing Center 10,440 SF. 5th Floor through 8th Floors -- DMDC Shower Rooms, Refinishing Corridors/Galleys and Penthouse Mechanical Room. Renovation will include demolition/removal and installation of new interior partitions: CID, Landscaping/Roof Garden, Food Service/Dining Facility, 4th Floor Conferencing Center, Structural Seismic Upgrade, Force Protection, HVAC Systems, Plumbing, Electrical, Fire Protection, Communication systems. The Procurement will be conducted under NAICS 23332 (Commercial and Institutional Building Construction). The standard size for this NAICS is $27,500,000.00. The OFFERORS ATTENTION is directed to Section 00100 in the Solicitation for information regarding the Tour of the Site. Large Businesses competing for this project must comply with the FAR 52.219-9 Clause regarding the requirement for Subcontracting Plan on the part of the work that it intends to subcontract. The recommended goals for subcontracting are 61.4% for Small Business, 9.1% for Small Disadvantaged Businesses, and 5.0% for Small Business/Women-Owned. A firm that submits a plan with lesser goals must submit written rationale to support goals submitted. REQUEST FOR PROPOSAL: The acquisition method is negotiated procurement. A technical and price proposal will be required. Evaluation by the Government will result in selection of a firm that represents the best value to the Government. Because a limited number of sets will be reproduced, copies are limited to one set per firm. CD-ROMs must be ordered by the CUT OFF DATE of 10/13/00. Plans and specifications can only be ordered electronically by accessing the Internet address http://ebs.spk.usace.army.mil/. Please complete the requested information to avoid a delay in your order. Orders received beyond the CUT OFF DATE of 10/13/00 will not be considered. CD-ROMs will be mailed out on or about 10/31/00.
