Description
NASA/MSFC plans to issue a Request for Quotation (RFQ) for the acoustic testing services on the Space Shuttle External Tank's Thermal Protection System. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/MSFC intends to purchase the items from Wyle Laboratories, pursuant to FAR 6.302-1, which implements 10 U.S.C. 2304(c)(1) for acquisitions of supplies or services available from only one source. Competition is impractical because this test supports future External Tank (ET) Thermal Protection System (TPS) foam development that is environmentally friendly and must be accomplished in a timely fashion to prevent schedule impacts in the foam development and its subsequent flight qualification and use. The test panels require specialized fixturing to adapt them into the acoustic test section and Wyle Laboratories is the only acoustic test facility that has the appropriate adapter ready for use. Use of another facility would add cost and impact schedules due to design and fabrication of an appropriate testing fixture. Part of the test effort involves transporting a small MSFC-owned data system to the test site. Use of Wyle Laboratories will minimize the amount of time that the MSFC system will be unavailable for multi-program test support at MSFC and will also mitigate the possibility of loss or damage to government assets by allowing the MSFC test engineers to hand-carry the data system to and from the local Wyle test site. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on October 18, 2000. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer, which shall be considered by the agency. An Ombudsman has been appointed.
