Description
The 3rd Contracting Squadron, Elmendorf AFB, Alaska is conducting a competitive sourcing study utilizing OMB Circular A-76 and AFI 38-203. The purpose of the study is to determine the most efficient and effective method of providing services within the Communications squadron. The study will determine whether commercial activities should be performed under contract or with in-house government personnel. This requirement was previously synopsized with a Standard Industrial Classification (SIC) code 4813 and a Small Business size of 1500 employees. However, this requirement is now classified as NAICS 513330 Small Business size of 1500 employees. Note: The Small Business Administration (SBA) is amending its size regulations by establishing a new table of small business size standards for industries as the North American Industry Classification System (NAICS) defines them. These new size standards are effective beginning with Fiscal Year 2001, which starts on October 1, 2000. Small business size standards currently exist for most industries under the Standard Industrial Classification (SIC) system. SBA has determined that NAICS is a better description of industries in the U.S. economy than the SIC system for purposes of establishing size standards. The Request of Proposal (RFP), F65501-00-R-0038, shall be issued as a Total Small Business Set-Aside. The study will include such services as Telephone System Inside and Outside Plant Maintenance, Cable Maintenance and Communication Antenna Systems. The Defense Meteorological Satellite Program (DMSP), and MILSTAR Satellite Communication services have been removed from the current study. The service provider shall provide personnel possessing the required secret security clearances and technical expertise, equipment, tools, materials, vehicles, supervision, and other items and services necessary. Upon contract award the contractor shall process a DD Form 254, Department of Defense Contract Security Classification Specification to obtain a secret facility Clearance. The solicitation shall be issued on or about 7 Nov 00. Receipt of proposals will be 45 days after release of the solicitation. A pre-proposal conference/site visit will be held at Elmendorf AFB on or about 16 Nov 00. The proposed contract type is a Firm-Fixed Price contract. Any resulting contract could potentially include a mobilization period, a 90-day phase-in period, a basic performance period, and four one-year options. In order for a contract to be awarded, the service provider_s price must be less that the government costs for those areas identified as A-76 functions. The comparison for these areas will be done using the COMPARE Program. If the service provider_s price is determined to be higher, this solicitation will be cancelled. Potential service providers must be registered in the Central Contractor Registry (CCR) to be eligible for award.
