Description
NASA intends to issue, on a sole source basis, Request for Quotation (RFQ) for satellite network filing and associated administrative costs to the International Telecommunications Union (ITU). This procurement is being conducted under Simplified Acquisition Procedures. The ITU is an intergovernmental organization and is a specialized agency of the United Nations. The United States is a Member State of the ITU. The ITU adopts international regulations and treaties governing all terrestrial and space uses of the frequency spectrum as well as the use of the geostationary-satellite orbit, within which countries adopt their national legislation. One specific function of the ITU is to effect allocation of bands of the radio-frequency spectrum, the allotment of radio frequences and registration of radio-frequency assignments and any associated orbital positions in the geostationary-satellite orbit in order to avoid harmful interference between radio stations of different countries. The ITU is the only known source to provide this type of registration on a global basis. The Government does not intend to acquire a commercial item pursuant to Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on October 20, 2000. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after October 20, 2000, or without the required information will be considered nonresponsive to the synopsis and will not be consider. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Questions regarding this acquisition must be submitted in writing no later than October 13, 2000. Quoters shall provide the information required by FAR 52.212.1. Oral communications ARE NOT acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
