- EXPRESSION OF INTEREST FOR THE ADA COMPLIANCE CONSULTING SERVICES Bi-State Development Agency is requesting expressions of interest from qualified consultants with expertise to Americans with Disabilities Act (ADA) compliance. With the tenth anniversary of the Americans with Disabilities Act (ADA), there has been heightened awareness and focus on issues relating to the disabled in the greater St. Louis metropolitan area. Newspaper and other print articles, recent conversation with persons keenly interested in issues relating to the disabled and public transit, and subsequent discussion with officials of the Federal Transit Administration, caused Bi-State to recognize its deficiencies with regard to compliance with the letter and intent of the ADA. To address this situation, Bi-State pledged to perform a full assessment of current policies, procedures and operations and bring the transit system into full compliance with ADA and its mandates as soon as possible. This will require immediate actions to address certain deficiencies in Bi-State's operations that are within management control. Bi-State will engage a consultant as an independent third party to conduct the ADA compliance assessment and develop a plan to revise Bi-State's administrative and service policies, procedures and operations to address shortcomings. The ADA consultant will be required to: 1. Assess current fixed-route and paratransit program service delivery experience, structure, and operating and administrative policies and procedures for compliance with ADA requirements. 2. Based on the results of the assessment, develop recommendations for changes in program structure, and operating and administrative policies and procedures for maintaining compliance. 3. Develop cost estimates for implementation of recommendations and perform an analysis of the financial impact on the Agency. 4. Prepare a service adjustment plan for implementation of changes in complimentary ADA service, fixed route and rail operations. The consultant will be required to meet the following schedule beginning with Notice to Proceed on November 6, 2000. Assess Compliance November 6 thru November 27 Develop Recommendations December 4 thru January 8 Financial Analysis January 1 thru January 29 Develop Service Adjustment Plan January 29 thru March 19 Expressions of interest must be in writing and include as a minimum the following:  name of company  company address (address where documents should be mailed)  name of contact person  contact person phone number, fax number, and email  ability to meet schedule  a brief summary of similar work performed in the transit industry Please submit your expression of interest on this project to Ms. Sandra Griffin, Contract Specialist, Bi-State Development Agency, 4579 Laclede Avenue, #232, St. Louis, Missouri, 63108 or by Email sgriffin@bsda.org no later than October 5, 2000, 2:00 P.M.
