Description

The Small Business Administration(SBA) plans to issue a program announcement to invite Institutions of Higher Education and Women's Business Centers to establish a Small Business Development Center (SBDC) Network limited to the State of Michigan. The authorizing legislation is Section 21 of the Small Business Act, (15 U.S.C. Section 648). SBA will hold a bidders conference on Novmeber 6, 2000 in the Detroit District Office. Applications/proposals must be submitted to the SBA District Office by November 20, 2000. SBA will select successful applicants competitively. The successful applicant will receive a Cooperative agreement to develop, manage, and oversee an SBDC network which will provide long term training, counseling and technical assistance to small business and others who want to start a small business. The applicant must submit a one-year plan that describes the network, proposed fundraising, training and technical assistance activities. Award recipients must provide non-Federal matching funds, i.e., one non-Federal dollar for each Federal dollar for both project years. At least half of the matching requirement must be in cash. The remainder may be in-kind or in waived indirect costs. SBA will mail program announcements to interested parties, immediately, upon request.
