- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation No. DTRS57-00-R-20036 is issued as a Request for Proposal (RFP). This solicitation document and incorporated provisions and clauses are those in effect through FAC 97-19. The Government intends to purchase on a firm-fixed-price basis and to solicit and negotiate the proposed contract on a sole source basis with Progress Software Corporation for Version 9, Workgroup Database and Client networking software licenses, maintenance and support. The software licenses, maintenance and support will enable to the Government to deploy software capable of running in the Coast Guard Standard Workstation III (SWIII) Windows-NT environment. The progress Version 9 Workgroup Database and client networking software will replace existing CMplus databases at various Coast Guard sites. The Progress licenses will be used as the underlying database for the Coast Guard Configuration Management Plus (CMplus) application. The CMplus application was originally developed by the John A Volpe National Transportation Systems Center (Volpe Center) in the Coast Guard's Standard Workstation II (SWII) environment using the Coast Guard's standard application package that included the Progress Workgroup Database Version 6. The Volpe Center converted the CMplus SWII application to the Coast Guard's new Standard Workstation III (SWIII) NT environment. Based on a conversion cost analysis it was determined by the Coast Guard to maintain the Progress Workgroup Database Version 9 that runs on NT. Contract line items (CLIN) and associated quantities are as follows: CLIN 0001 -- Progress Workgroup RDBMS V9.0B Software and User License (5 users), Qty. 150, Unit Each. CLIN 0002 -- Progress Workgroup V9.0B Annual Maintenance and Support (5 users), Qty. 150, Unit Each. CLIN 0003 -- Progress Client Networking V9.0B Software and User License (5 users), Qty. 150, Unit Each. CLIN 0004 -- Progress Client Networking Annual Maintenance and Support (5 users), Qty. 150, Unit Each. All items shall be delivered to the Volpe Center by October 13, 2000 for inspection and acceptan ce at the Volpe Center. All Maintenance and Support CLINS include telephone support during normal business hours, email access to technical support, and automatic software updates and bug fixes. The Contractor shall extend to the Government full coverage of any standard commercial warranty normally offered in a similar commercial sale. Acceptance of the warranty does not waive the Government's rights under the Inspection clause, nor does it limit the Government's rights with regard to the other terms and conditions of this contract. In the event of a conflict the terms and conditions of the contract shall take precedence over the warranty. The warranty period shall begin upon final acceptance of the software licenses. Solicitation provisions FAR 52.212-1, Instruction of Offerors-Com mercial Items (AUG 1998) is hereby incorporated by reference; the offer must include a copy of the standard commercial warranty per FAR Clause 52.212-1(b)(5), Terms of any Express Warranty. A completed copy of the provision of FAR 52.212-3, Offeror Representations and Certifications-Commercial Items (MAY 1999) must be submitted with the offer. FAR Clause 52.212-4. Contract Terms and Conditions -- Commercial Items, is hereby incorporated by reference. FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (MAY 1999), is hereby incorporated by reference. The following addendum is applicable to this solicitation and any resultant contract: TAR 1252.xx SEAT BELT USE POLICIES AND PROGRAMS (JAN 1999) In accordance with Executive Order 13043, the recipient of this award is encouraged to adopt and enforce on-the-job seat belt use policies and programs for its employees when operating company- owned, rented, or personally-owned vehicles. The National Highway Traffic Safety Administration (NHTSA) is responsible for providing leadership and guidance in support of the Presidential initiative. Information on how to implement such a program, or statistics on the potential benefits and cost-savings to companies or organizations, can be found in the Buckle Up America section on NHTSA's website at www.nhtsa.dot.gov. Additional resources are available from the Network of Employers for Traffic Safety (NETS), a public-private partnership headquartered in Washington, D.C. dedicated to improving the traffic safety practices of employers and employees. NETS is prepared to help with technical assistance, a simple, u ser-friendly program kit, and an award for achieving the goal of 85 percent seat belt use. However, responsible interested parties may submit a proposal in which they identify their interest and capability.
