Description
Background " Notice of Contract Action: Reference Commerce Business Daily Synopsis dated 21 Dec 99, titled A -- Research and Development -- PE/PI Follow-on Contract -- Potential Sources Sought. The C-17 System Program Office (SPO), Aeronautical System Center (ASC), intends to award a contract for C-17 Airlift, Producibility Enhancement/Performance Improvement (PE/PI) to the Boeing Company, Long Beach, CA. The proposed contract action is for the development of integrated software and hardware upgrades to the Boeing developed C-17 aircraft. Development of system upgrades include correcting existing defects, modifying the system to include new requirements, changing the system to incorporate new requirements, and changing the system to add capability and enhance performance. The Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1(a)(2)(ii) entitled ""only one responsible source and no other supplies or services will satisfy agency requirements"". Authorization to do this is contained under 10 USC 2304(C)(1). This contract action represents a follow-on contract for which the Government considers that an award to any source other than the Boeing Company would likely result in substantial duplication of cost that is not expected to be recovered through competition or unacceptable delays in fulfilling the Government's requirements. This notice of intent is not a request for competitive proposals, but rather a notice of the Government's intent. The Boeing POC for subcontracting possibilities is Anna S. Johnson, 2401 E. Wardlow Road MC C076-5309, Long Beach, CA 90807-5309, (562) 496-7266. The Government intends to issue a solicitation on or about 06 Oct 00. Award of this contract will be made on or about 20 Dec 00. Additional information may be obtained from the POC/Contracting Officer listed above. An Ombudsman has been established for this acquisition. The purpose of the Ombudsman is to receive and communicate serious concerns from potential offerors when an offeror prefers not to use established channels to communicate his/her concerns. Potential offerors should use established channels to request information, poise questions, and voice concerns before resorting to use of the Ombudsman. ASC's Ombudsman is Mr. Stephen J.
