Description
The Bureau of Land Management (BLM) has a requirement for two colors of 100% cotton, short-sleeved polo shirts. The colors are to be navy blue and one of the following: dark green, forest green or deep teal. Men's and women's sizes are required. Polo shirt features include: good-looking, durable, washable, good color retention, good fit for both men and women and comfortable. The sleeves shall be banded or hemmed, no pocket. The polo shirt shall include a small BLM logo embroidered on the left front of the shirt. Samples are to be submitted at the time offers are due. The sample shall consist of the BLM logo. Evaluation criteria includes: 1) Quality and Desirability -- quality includes workmanship, fabric properties, washability, color retention, comfort and fit, style and color. Determination of acceptability regarding the color, style and durability is solely at the discretion of the BLM. 2) Past Performance including quality of products, quality control of products, timeliness of delivery, quality of customer service, quality of information services, ability to limit product changes. 3) Ordering and Billing capability -- includes a customer-friendly ordering system which provides a toll-free order number, customer service representative, and fax number. Higher ratings will be given for additional ordering features such as e-mail, web page information and ordering capability direct from the web page, etc. Additionally, higher ratings will be given if the Offeror provides reports regarding uniform ordering activity, such as number of items ordered, by State/Office/Employee, number of returns and backorder status. Offeror shall have the capability to accept a Government credit card or check or a personal credit card or check. Offeror shall have the capability to process returns, exchanges, refunds and backorders. 4) Delivery and backorders -- Offers shall have the capability to deliver items ordered within 15 working days. Delivery includes F.O.B. Destination, to all BLM offices (200 office locations, concentrated mainly in the 11 western states (AZ, CO, NM, ID, NV, UT, CA, OR, MT,& WY including AK, however also included is WA, Washington D.C., MO, WI, VA, MS, ND, SD, OK and TX). Backorders shall be kept to a minimum. 5) Ability to disseminate information regarding shirt specifications and price to BLM employees via a flyer or web site. Offeror shall publish and distribute product information and order forms to approximately 200 BLM Office locations, 20 copies of each (a flyer and an order form, may be combined on one page, front and back) or offer a web site. 6) Ability and commitment of the Offeror to minimize changes to the component offered. Evaluation will be on a best value basis considering price and the factors listed above. Price for the garments is to be all inclusive of shipping charges and meeting the evaluation requirements. Orders most likely will be placed in several small quantities from any one of the offices. The type of contract shall be a requirements contract with a base year and four option years. All responses and samples are due to this office by COB November 8, 2000. All responsible sources may submit an offer which will be considered.
