Description
APTX 2001 is a small-scale experiment designed as a risk reduction effort in support of Joint Expeditionary Force Experiment (JEFX) 2002. JEFX is moving to a two-year execution cycle upon the completion of JEFX 00 in September 2000. HQ Air Combat Command (ACC) is the sponsoring MAJCOM for APTX 2001. Aerospace Command and Control, Intelligence, Surveillance and Reconnaissance Center (AC2ISRC) is the executive agent, and Electronic Systems Center (ESC) is the acquisition arm and systems architect. APTX 2001 and JEFX 2002 will address issues related to Alliance Warfare Interoperability, identified as one of the top ten interoperability issues. APTX 2001 will explore solutions to some of the problems that impede information sharing between the United States and its allies in the Combined Air Operations Center (CAOC). The APTX 2001 Concept of Operations calls for the exploration of options that automate the passing of US Only classified information into an alliance environment consistent with national disclosure policies. The processes selected for initiative experimentation will center on intelligence support to the general targeting function of a CAOC. Specifically, APTX 2001 will seek to automatically push classified data through high assurance guards to populate an Alliance releasable database for ATO planning. Additionally, the experiment will address the use of collaborative tools between security domains. Further information is available on the ESC HERBB Web Site. The scope of APTX 2001 is limited due to timing and resource constraints. A small number of initiatives will be selected. Industry and Government agencies are invited to submit initiatives that support the APTX 2001 problem statement and objectives, and address specific APTX 2001 integrating and enabling concept-related questions. These questions and key documents can be found at the ESC HERBB Public Web site: http://www.herbb.hanscom.af.mil/rfp.asp. The government will evaluate these White Paper initiatives for merit. Specific instructions for White Paper preparation and transmittal (APTX 2001 White Paper preparation guide) are available on the ESC HERBB site. To be considered for inclusion in APTX 2001, follow the White Paper Initiatives' mandatory format provided on the ESC HERBB site and submit not later than 1700 hrs/5:00PM (Easter Standard Time) on 13 November 2000. Rules of Conduct between contractors are detailed in the referenced Initiative Abstract Preparation Guidance, which can be found on the HERBB Web site. Costs of preparing and submitting a White Paper are at the submitter's expense, and the Government will not reimburse submitters for such costs. This announcement is not an Invitation for Bids, Request for Proposals, or Request for Quotations. Selection of an initiative is not a guarantee of issuance of a contract. Magnone, Director, Commander's Staff, has been appointed to hear concerns from offerors or potential offerors during proposal development. You should only contact the Ombudsman with issues or problems you cannot satisfactorily resolve with the program manager and/or contracting officer. The Ombudsman role is to hear concerns, issues, and recommendations and communicate these to the appropriate government personnel. The Ombudsman will maintain strict confidentiality if desired.
