Description

The Bureau of the Census intends to negotiate and award a sole source purchase order, utilizing simplified acquisition procedures (under FAR 13.5) to Alan L. Freed Associates, 119 S Fairfax Street, Alexandria, VA 22314 to design a series of seminars that address relevant and emerging public policy issues, including an introductory module that will be implemented, assessed and modified as needed. The initial design phase will include a preliminary program concept, a complete pilot seminar course description, a post-pilot assessment, and a comprehensive, well-documented professional development program covering at least six major public policy areas. The basis for the proposed non-competitive action is that there is only one responsible source and no other source possesses the capabilities to satisfy the requirements of this service. The intent of this synopsis is for informational purposes only, and is not a request for competitive quotations; no solicitation will be issued.
