- Due date of solicitation is extended until 4:00 p.m., eastern time, 9/25/00. The following clarificaiton is provided in response to inquiries received. QUESTION 1: Requirement # 2. "System must contain capability to access large off-site notification systems as a backup..." Please provide information/specifications on the "large off-site notification system", so as to insure full compatibility. Does such a system already exist? Please provide details. Also please elaborate completely on what is implied by the word "access". RESPONSE 1: The vendor should provide a second system at another location to backup/augment our 48 line system in the event our system crashes. The larger backup system would facilitate more outgoing calls: up to 500 lines. The MP Station has been struck by lightening twice in the last 18 months causing total failure of our alarms and communication system. A backup system for emergency notification would allow us to zip our information, forward it to the backup system and use our access code to make notifiations. QUESTION 2: Requirement #14-b. "ability to place roster members or groups on standby..." What is meant by the term "standby". Please explain all implications of this concept as related to the system. How would the "standby" feature operate. Please provide a scenario. RESPONSE 2: If the system is to notify the Hazardous Material Response Team (12 people) but only 6 actually need to respond to the situation within 1 hour, the system would be capable of asking questions to determine who will be recalled and who will be on standby. The question may be, "how long would it take you to return to Fort Gordon? If the answer is 2 hours then the individual called will be placed on standby. Standby means you have been notified there is a problem for which you may need to respond and you are anticipating being recalled. The system will be capable of going back to all the individuals placed on standby and directing them to respond or disregard. QUESTION 3: Requirement #19. "System must have the ability to measure and map out distances from one point to another." Please describe the purpose of this capability, how it is envisioned to operate from a user's point of view, and how it will affect the process of making phone calls or selecting phone numbers to be called. What type of mapping data (coordinate system) is required/desired? RESPONSE 3: The mapping system would contain a map of Fort Gordon containing building numbers and street names. If we have a chemical agent released on Fort Gordon, from the point of release, we will be able to measure the distance and rate of speed it will travel. This time and distance information can be plotted on the map to determine the affected area and facilitate notification of the problem, thereby expediting evacuation. The type of mapping data required would be addresses, phone numbers, longitude and Latitude.
