Description
WA PFH 158-1(2), FLOWERY TRAIL ROAD, Colville and Kaniksu National Forests, Stevens and Pend Oreille Counties, Washington. The project consists of grading, base, drainage, and asphalt concrete pavement. Project length: 13.999 km. Project includes construction survey & staking; contractor sampling & testing; construction schedules; removal of bridge; monuments & markers; temporary traffic control; 4,600 m silt fence; 5,500 cu m watering for dust control; 30 ha clearing & grubbing; 580,000 cu m excavation & embankment; 28,000 sq m roadway obliteration; 72,000 cu m select borrow; 3,200 t select topping; 12,000 cu m riprap; 3,200 m riprap lined ditch; 3,000 cu m rock buttress; 24,000 t untreated aggregate courses; 21,500 t emulsified asphalt treated base course; 7.00 km road reconditioning; 29,000 t hot asphalt concrete pavement; 1,400 m culverts; 1,600 m underdrains; 1,200 m asphalt concrete curb; 3,100 m guardrail; 160 m concrete barriers; 300 m fences, gates, & cattle guards; 9.00 ha topsoil; 180 slry unit turf establishment; 15 sq m traffic control devices; 74,000 m traffic pavement markings; 5,000 flagger hrs; 500 pilot car hrs; and other smaller items of work. This project is located approximately 35 km east of Chewelah, Washington. THIS ACTION IS BEING CONSIDERED FOR A TOTAL HUBZONE SET-ASIDE. Prime contractors who are HUBZone small businesses and who intend to submit an offer for this solicitation, MUST submit by e-mail to contracts@wfl.fha.dot.gov the following for receipt by COB on September 29, 2000: (a) a positive statement of your intention to submit an offer for this solicitation as a Prime Contractor; (b) date of HUBZone small business certification; (c) statment of bonding capability, to include both single and aggregate totals; and (d) listing of experience in work similar in type and scope to include contract numbers, project titles, dollar amounts, and points of contact with their phone numbers. All of the above must be submitted in sufficient detail for a decision to be made on availability of interested HUBZone concerns. Failure to submit all information requested will result in a contractor being considered "not interested" in this solicitation. A decision on whether this will be pursued as a HUBZone small business set-aside or on an unrestricted basis will be posted as a modification in the Commerce Business Daily including CBDNet. Work shall be completed by August 16, 2002. Estimated price range is between $8 million and $10 million. The following applies only to Minority, Women-Owned and Disadvantaged Business Enterprises (DBEs): The Department of Transportation (DOT), offers working capital financing and bonding assistance for transportation related contracts. DOT's Bonding Assistance Program (BAP) offers bid, performance and payment bonds on contracts up to $1,000,000. DOT's Short-Term Lending Program (STLP) offers lines of credit to finance accounts receivable. Maximum line of credit is $500,000 with interest at prime rate.
