- Description
- NASA/Goddard Space Flight Center (GSFC) plans to issue a Request for Offer (RFO)5-51469-113 for Logistical Services. NASA/GSFC plans to issue a RFO, on a sole source basis to Cortez III Service Corporation (Cortez) for a 2-month extension with four (4) one-month option periods for a period not to exceed six (6) months to the existing Logistics Support Services Contract NAS5-32889 at GSFC located in Greenbelt, Maryland. The period of performance is to commence on October 1, 2000. Under the current contract, logistical services and other support services are provided to NASA/GSFC, at both its Greenbelt, Maryland and Wallops Island, Virginia locations. Also logistics services are provided to NASA Headquarters and to a diverse population of NASA Centers, other Government and other organizations associated with, or related to, NASA activities. This extension will include the following services: Program and Business Management; Automated Systems Development Management and Control; Project Logistics Support; Coordination, Planning, and Storage; Supply Support Operations; Transportation; Equipment Management Services; and Administrative Services (Mail Services Center, Forms, Records and Directives (FORD), and Interior Design). The cumulative knowledge and work experience Cortez gained during performance under the contract makes them uniquely qualified and capable of maintaining these critical services while the follow-on solicitation RFP5-01489-113 is being competed. Cortez fully supports several vital Centerwide activities, such as technical program/project support including professional planning and execution of project logistics plans, engineering analyses, life cycle cost studies, supply requisitioning, transportation and traffic management, and property management. Cortez possesses cumulative knowledge and work experience with GSFC Missions involving the delivery of cryogenics gasses to projects, space flight hardware shipments, and export control reviews. In addition, Cortez's familiarity with critical flight project requirements such as specialized container designs, instrumentation analysis, detailed transportation designs for VCL and MAP Projects, and complex mission support to HST and TRMM, makes them uniquely qualified to maintain this support. This knowledge includes a complete understanding of Center project implementation, protocols and procedures. In addition, it is not feasible or cost efficient to train a new contractor for the short term of this extension. This procurement is authorized under FAR 6.302-1, 10 U.S.C. 2304(c)(1) only one responsible source. However, any interested sources may contact Ann Haase, Contracting Officer, in writing at the address referenced above. All written responses are due by the date referenced under General Information/Response Date, or 15 days from the publication date of this synopsis, whichever is latest. Written respondes may be faxed to (301) 286-0247. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. An Ombudsman has been appointed. See Internet Note "B". Interested firms have 15 days from the publication of this synopsis to submit in writing to the identified point of contact, their qualifications/capabilities. Such qualifications/capabilities will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government.
