Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and written solicitation will not be issued. This solicitation incorporates the provision and clauses in effect as of FAC 97-19. Solicitation is 100% setaside for small business. Applicable SIC code is 7371. For the purpose of determining small business size the annual receipt of concern and its affiliates is $18.0M. This RFQ is for CLIN 0001)Emergency Notification System containing 48 T1 Talker boards/analog lines, CLIN 0002) installation, and training. QUOTES MUST INCLUDE 1) TECHNICAL LITERATURE/DESCRIPTIVE DATA, 2) BRAND NAME, MODEL AND PART NUMBERS AS APPLICABLE, 3) PRICE AND 4) DELIVERYSCHEDULE. Earliest delivery schedule for installation and training requested to be provided at Ft Gordon, GA. 52.212-1, Instructions to Offerors-Commercial Items, and FAR Clause 52.212-2, Evaluation -- /Commercial Items apply to this solicitation. EVALUATION CRITERIA APPLICABLE TO THIS SOLICITATION ARE TECHNICAL CAPABILITIES OF THE SYSTEM OFFERED, SUITABLE DELIVERY SCHEDULE FOR INSTALLATION AND TRAINING, PAST PERFORMANCE, WARRANTY, AND PRICE. Offerors are to include a completed copy of the provision at 52.212-3, Offeror Representation and Certifications Commercial Items, with offer. Quotes will be considered for award only from entities who provide clear and convincing information as outlined above who offer items that meet the minimum requirements of the Government and are determined to be the most advantageous to the government. Quotes must be received NLT COB 22 Sep 00. Offeror must be registered in the DOD Central Contractor Registration system and may register electronically via internet site www.ccr2000.com. Minimum requirements/salient characteristics that apply to solicitation are as follows: 1. Contractor shall provide all hardware (server, 3.5 inch floppy drive, tape drive, monitor, modems, power supply, laser printer, cables, headset, microphone, speakers, etc.) and software (operating system, application, etc.) for an automated, high speed, emergency notification system. The emergency notification system shall be capable of simultaneously contacting at least 48 personnel, via any combination of telephone, pager or fax. System must be capable of delivering a 30-second notification to 1000 addressees in 10 minutes. 2. System must contain ability to access large off-site notification systems as a back up to on-site systems or for those critical situations when more calling power is required than the phone lines on the local systems will deliver. Features should include: a. capability to back up specific, geographical data (mapping call-outs) to an off-site location b. automatic remote activation c. high level security used at off-site facilities d. time to create data back-up NTE 2 minutes e. data-encrypted transfer ability 3. System should contain the following true client-server networking capabilities: a. ability to record speeches via the network (i.e., make voice recordings) b. full integration in the Local Area Network or Wide Area Network (LAN/WAN) c. multiple, simultaneous access needed for developing and activating notifications d. ability for system administrator to control access privileges e. use of network printers f. use of network file servers g. ability to segregate databases 4. Contractor will provide customized data base using Fort Gordon mapping and phone data. 5. Contractor must have access to "live" database for publicly available phone numbers for the Central Savannah River Area surrounding Fort Gordon, GA. 6. The system must be able to repeat all notifications instructions in all modules. 7. Inbound calling must be provided, so citizens can retrieve messages during the notification of a geographical area. 8. System must contain a silence trimmer to prevent pauses before message delivery, eliminating hand-ups where call-outs are mistaken as telemarketers. 9. System should contain ease of use feature including: a. on-line interactive help b. multiple, step-by-step wizards to assist the user throughout the system c. flexible import/export wizard to walk user through transfer of data 10. System must not require nightly downtime for maintenance. 11. System must allow multiple notification creation to facilitate: a. simultaneous scenarios b. priority based call-outs 12. System must facilitate the storage of at least 25 numbers per person. 13. System must contain the following features to control how call-outs will be terminated: a. until all parties defined for notification have been reached b. until the pre-determined period of time runs out c. until the call-out is stopped manually d. until a pre-determined number of parties from a larger list have been notified until predetermined positions have been filled by first, second and third choice of personnel 14. System must include List Feature that allows the user to define special call parameters as: a. ability to control distribution of calls among groups (i.e. can call members of one group before calling another group and equally distribute calls among various groups) b. ability to place roster members and groups on stand-by for filling positions, if required. c. ability to designate use of more lines for notifying higher priority groups 15. System must be able to produce pager text messages capable of being updated at the time of activation to allow incident-specific information to be transmitted. 16. System must have the ability to ask qualifying questions. Responses should determine which voice segments will be heard next (i.e., can you respond?, or are you fit for duty?) 17. System must be capable of automatically updating contact information by: a. providing the ability to automatically call roster members to confirm or revise their contact information, which is then automatically used to update the system's database b. giving roster member the ability to call in and update their telephone numbers (i.e., can add, delete or make changes) c. providing several layers of security to limit access to individual users at a chosen level (i.e., for secured roster maintenance) 18. System must accommodate multiple call-out lists and or groups, where each list or group can be called with different procedures 19. System must have the capability to map out and measure distances from one point to another. 20. System should contain the following security features: a. restricted user access, up to as many as 15 levels b. separate databases for individual stations in a networked installation 21. System must be able to support 48 analog or digital phone lines and be expandable up to 72. 22. Contractor should provide installation and at least a three-day on-site operator's training session.
