- 11TH Contracting Squadron/LGCN, Bolling AFB DC, intends to negotiate Solicitation No. F8320002230100, a firm fixed-price labor rate, labor hours contract, with not to exceed cost reimbursable travel expenses, sole source follow-on contract with Rockwell Software (formerly Systems Modeling Corporation), 504 Beaver Street, Sewickley PA 15143, to provide verification and validation (V&V) upon, and model updates to, existing and developmental Air Force Personnel Operations Agency_s (AFPOA) Models written in the ARENA modeling language. The contractor shall provide all software engineering and programming. The contractor shall ensure specified ARENA models (including AFTOPPS 2000 and AFRAMS reflect actual or proposed USAF personnel policy as delineated by AFPOA and shall verify and validate models to AFPOA-specified confidence levels. Additionally, the contractor shall document all model modifications, modifying existing documentation accordingly, and shall provide documentation of V&V results. This effort requires the services of a Technical Engineer, minimum requirement of a M.S. Degree in Industrial Engineering or equivalent with a minimum of three (3) years simulation work in modeling support/conversion. The Technical Engineer is required to perform in a combination of on-site a minimum of two (2) to three (3) times during the performance period and provide distant end services on an hourly basis. The software involved is proprietary and is available only through the services of Systems Modeling. Offices are located at Crystal Gateway 1, Arlington, VA. The contractor shall provide the Government all V&V results in contractor-specified format as well as any changes to the User Manual in an electronic format. Projected performance period is 1 Oct 00 -- 30 September 01. Authority is 10 USC 2304 (C)(1). The SIC Code assigned to this project is 7379. No telephone inquiries will be accepted. See Note 22.
