- Description
- (I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in sub-part 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (II) F02601-00-P-0128 is being issued as a request for quotation. (III) This solicitation incorporates clauses and provisions in effect through the Federal Acquisition Circular 97-16. (IV) Building 12, located at Davis-Monthan AFB, AZ needs to have classified data connections installed. The following is the statement of work for this project. (V) Contractor will purchase all required installation material and provide qualified technicians in sufficient quantities to install all classified data connections in building 12. (VI) Classified drops will be placed the following areas: a)A-4 Room 239 one drop fed off room 145 b)JA Room 148, one drop fed off room 145 c) CPS Room 145, Room will be rewired for all connections d)CSA Room 213, one drop fed off room 117 e) MO Room 210, one drop fed off room 117 f) A-1 Room 210, one drop fed off room 117 g) Battle Staff area Room 131, 1 dual data outlet h) Battle Staff area AV room, 1 dual data outlet I) Battle Cab area room 130, two dual data outlets (VII) Contractor will provide two Allied Telesys hubs (48 Port 10/100 TX). One hub will be placed in room 145 and the other in room 117. (VIII) Contractor will provide all hardwire to include seven cipher locks and five NSA approved secure lock boxes. These NSA approved locked boxes will go in rooms 148/210/213/239. Cipher locks are for rooms 148/210/213/239. This work must be coordinated through 12 AF CCQ to schedule the installation of classified connections in building 12. (IX) Contractor will provide separate conduit runs for all work areas except room 145. Room 145 is an open storage area and the cable runs can be made using existing hangers and placed in pundit. (X) Room currently is using Fiber optical cable and will be replaced with Category 5 cabling. (XI) Conduit runs must be sealed from end to end for security. Conduit runs between room 116/117/145 and other rooms must use PVC between floors/walls. Then use sealed conduit from there to the lock box. Conduit runs leaving any secure area must be visible in hallways and rooms. (XII) Utilize Category 5 plenum cable and jacks for communications. Mount Allied hubs in communications closet_s and provide for connectivity to hubs from data jacks. (XIII) The RJ-45 jack should be red in color so easy identified as classified data. Battle staff area will use existing conduit runs back to the D-mark. New conduit runs will be needed for Battle Cab area. All conduit runs for Battle area must run back to the communication closet in room 131. (XIV) Contractor shall install the cooper wire-cabling infrastructure for the secret, drawings are available upon request. This install includes the cabling, termination hardware, testing, and documentation. (XV) All copper cabling will be approved, Category 5E PVC. Copper cabling will be terminated on approved Category 5E jacks at the station end as well as in the Server Room. (XVI) All Jacks will be placed in AMP faceplate and be colored coded (red for secret drops). Server room cabling includes patch panels for the copper wire network. Horizontal wire management between patch panels shall be used. (XVII) EXPERIENCE: The Installation Technicians shall have formal training and experience in the installation of communications equipment and materials, and be knowledgeable of TIA/EIA, and DOD installation standards. (XVIII) TESTING: The Contractor shall test all classified Category 5 copper cabling installation to the 100MHZ level with industry approved test equipment. All testing and labeling will be in accordance with ANSI TIA/EIA approved standards and requirements. (XIX) WARRANTY: The Contractor shall support all manufactures_ warranties. Contractor shall offer a (10) year workmanship guarantee on the installation and performance of all cables, connectors, and hardware. (XX) PERIOD OF PERFOMANCE: The work shall be complete within two (2) weeks from award of contract, unless the delays are due to the government. (XXI) TIME OF WORK: The majority of the work shall be performed from 0700 to 1600, Monday through Friday. (XXII) DOCUMENTATION: The Contractor shall provide the 355th Communications Squadron (CS) and 355th Civil Engineering (CE) with electronic and hard copies of all contractor test results, within 5 working days of the completion of the installation. Contractor will provide copies of final equipment layout and wiring diagram (As-built one line diagrams) to 355th CS and 355th CE within 5 working days of the completion of the installation. It will be the RESPONSIBILITY of the 355th CS and 612th ACOMS quality assurance teams to inspect and accept the work and completion of the project from the contractor in order for the DD Form 250 to be signed. They will also provide all pertinent prints and other documentation as are readily available and current. In addition, the contractor shall arrange for the removal and disposal of the existing equipment in building 12. (XXIII) The government will award on a Best Value determination. A site visit will be conducted on 19 September 2000 for all interested parties. All access to Davis-Monthan shall be coordinated with TSgt Doug Crowley 520-228-2217. Place of delivery and installation is Bldg 12, Davis-Monthan AFB, AZ 85707. F.O.B. POINT IS DESTINATION. (XXIII) Provision 52.212-1, Instructions to Offerors-Commercial Items applies. Clause 52.212-4 Contract Terms and Conditions-Commercial Items and any addenda the clause applies to this acquisition. (XXIV) Clause 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items applies to the award document. (XXV) Quotations are due to the 355th Contracting Squadron, 3180 S. Craycroft Rd. Davis-Monthan AFB, AZ 85707-3522 by 22 September 2000.
