Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR, Subpart 12.6, as supplemented with additional information included in this notice. This notice constitutes the only Request for Quotation (RFQ); quotations are being requested and a written solicitation will not be issued. The RFQ document and contract incorporated provisions and clauses are in effect through Federal Acquisition Circular 97-19 (Effective 25 Aug 00). This is a sole source requirement being pursued with Tribune Media Corporation. The items requested are as follows: OnCable programming guide system that provides for the airing of a passive video-channel program guide and an interactive, web (Internet) based service. All of the hardware and software and data needed to support these two separate services reside at the AFRTS-BC facility. Both the passive and interactive services receive the necessary programming data via a single output file from an internal AFRTS-BC data source. 0001-Passive Guide Service System: The OnCable passive guide playback system consists of both hardware and software necessary to output a video channel program guide. The service is made up of two systems. The first is the playback system that includes the ability to insert local schedule content into the OnCable video channel program guide through AFRTS-BC's existing in-house data output system. The second is the Ad Scheduling and Creation system which provides for the generation of a video and audio output of AFRTS internal information and promotional material consisting of either still frame graphics or MPEG content. The OnCable passive system is made up of the following items: Passive Playback System, Hardware System Upgrades, Scheduling Hardware/Software, and a Passive License Fee 0002-Web Based Interactive Service The OnCable interactive web-based guide consists of the hardware and software necessary to store and manipulate programming data and the applet and listings needed for the web-based user interface. The System provides for the set up of personalized features such as viewing the program schedule adjusted for any time zone any where in the world and the color coding of program types to help viewers distinguish between programming types. The web-based interactive service is consists of the following items: CMD server License/software (hardware supplied by AFRTS-BC), O/I server License/software (hardware supplied by AFRTS-BC), Support/Usage Fee 0003-Training/Installation A "Not-To-Exceed figure that includes Training/Installation, and Flight and Accommodation Costs, and Equipment Shipping. The offeror shall provide a proposed delivery schedule with their quote. Delivery location: AFRTS-BC, Building 1363 Z Street, March ARB, CA 92518 Clauses applicable to this acquisition are as follows: 52.209-6 "Protecting the Government's Interest When Subcontracting With Contractor's Debarred, Suspended, or Proposed for Debarment", 52.212-1 "Instructions to Offerors -- Commercial Items", 52.212-4 "Contract Terms and Conditions -- Commercial Items", 52.212-5 "Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items (Deviation)", 52.222-21 "Prohibition of Segregated Facilities", 52.222-37 "Employment Reports On Disabled Veterans and Veterans of The Vietnam Era", 52.225-13 "Restriction on Certain Foreign Purchases", 52.226-1 "Utilization of Indian Organizations and Indian Owned Economic Enterprises", 52.232-33 "Payment by Electronic Funds Transfer Central Contractor Registration", 52.233-3 "Protest After Award", 52.247-34 "FOB Destination", 52.252-1 "Solicitation Provisions Incorporated By Reference", 52.252-2 "Contract Clauses Incorporated By Reference", 52.253-1 "Computer Generated Forms", 252-204-7004 "Required Central Contractor Registration", 252.212-7001 "Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items (Deviation)" and 252.243-7001 "Pricing of Contract Modifications". Offeror shall include a completed copy of the provision at 52.212-3, offerors Representations and Certifications-Commercial Items, with its quote. The factors for award shall be the capability to provide program information for a video program guide and an interactive web guide from a single data file from AFRTS-BC programming software. All hardware, software, and data for both passive and interactive program guide systems shall reside at AFRTS, and the overall cost to the government.
